A. Vacation of Utility Easements at Lots 4C and 4B of Sunrise Subdivision

This public hearing concerns the vacation of utility easements at lots 4C and 4B of Sunrise Subdivision. University Storage has submitted a utility easement vacation request with the intent to vacate unused utility easements and allow for development across the boundaries between lots 4C and 4B. University storage is also proposing to dedicate an easement to the City along the South edge of lot 4C, to accommodate a storm sewer line and any other potential future utility easements.

A. Resolution Vacating Certain Utility Easements at Lots 4C and Lot 4B of Sunrise Subdivision (Public Hearing A)

B. Resolution Setting a Public Hearing for Grandview Avenue Reconstruction Project

Presented for City Council’s consideration is a Resolution setting a public hearing on January 16, 2020, at 7:00 pm for the Grandview Avenue Reconstruction Project. This public hearing will concern the plans, specifications, form of contract, and cost estimates for this proposed project.

C. Resolution Authorizing the Assessment of Unpaid Nuisance Abatement Costs to Private Properties

Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs to private properties. The nuisance abatement costs total $5,703.45, the administrative fees are $1,425.00, and the assessment fees are $1,900.00  The total fees being requested for assessment at this time totals $9,028.45.

D. Request to Approve the Issuance of a Purchase Order for a G.V.W. Truck Chassis for the Public Works Department

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $31,878.00, to Krieger Motor Company, for the purchase of a #14,000 G.V.W. truck chassis. This new Chassis will replace #60, a 1993 #13000 G.V.W. Ford Flat Bed Dump Truck. Three bids were received with Krieger being the low bidder. There is $33,000 budgeted for this purchase.

E. Request to Approve the Issuance of a Purchase Order for Papoose Grounding Study

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in an amount not to exceed $5,700.00, to Stanley Consultants, for a Professional Services Agreement for the Papoose Grounding Study. This study was not budgeted but is required by Muscatine Power and Water to complete the new variable frequency drive installation. This study will be funded from the lift station operating budget and absorbed from other line items.

F. Request to Approve Change Order #4 for the High Strength Waste Project

Presented for City Council’s consideration is a request to approve Change Order #4 for the High Strength Waste Project. Leander Construction has submitted this change order for seven items requested by the City. The total for these additions is $20,932.66.

G. Request to Approve Grandview Avenue Reconstruction Property Rights Agreements

Presented for City Council’s consideration is a request to approve Grandview Avenue Reconstruction Property Rights Agreements. All of the property rights, temporary and permanent easements, have been negotiated and the owners have signed the agreements. Staff recommends the approval of these agreements.

H. Request to Fully Reinstate Former City Administrator Gregg Mandsager to the Position of City Administrator

Presented for City Council’s consideration is a request to fully reinstate former City Administrator Gregg Mandsager to the position of City Administrator. This will be dated December 6th, 2019 with all benefits restored and dated the same. A review will be conducted no later than one year from the restoration date.
