Muscom intends to identify and select a qualified consultant to complete a Needs Assessment and create a Request for Proposal (RFP) for the acquisition of a new Computer Aided Dispatch (CAD), Law Enforcement Records Management (RMS) software system and Jail Systems Management. The CAD system will be used to dispatch 911 calls out to responders, map the call location in the dispatch center, provide Automated Vehicle Location (AVL) for responders in the field, and provide National Crime Information Center (NCIC) and (IOWA) access within the application. The RMS will, amongst its other capabilities, be utilized to conduct and maximize data-driven approaches to crime and traffic safety (DDACTS), officer workloads, incident mapping and other activities related to intelligent policing. In addition, consistent documentation into the U.C.R. (Uniformed Crime Reporting System) and the (National Incident-Based Reporting System (NIBRS) employed by the State of Iowa and the Federal government for statistical crime analysis will be an important activity for the RMS.

Receipt of delivery will be provided upon delivery, if requested. All responses should be clearly marked “Proposal for Public Safety CAD Consultant". All responses are to be received by the Muscatine County Administration Office prior to 2:00 PM CDT on Friday, January 08, 2021.
Proposals received after 2:00 PM CDT, Friday, January 8, 2021, will be returned to the submitter and not considered.
All costs for preparation and submittal of the proposals are the responsibility of each respondent.
