Rental Housing Code
Iowa State law requires all cities with a population of over 15,000 to enact and enforce a rental housing inspection program.
The City of Muscatine's Housing Code is to provide minimum standards to safeguard life or limb, health, property, and public welfare by regulating and controlling the use, occupancy, and maintenance of all residential buildings and related structures within the city. Per the Housing Code all residential rental properties must be registered and inspected on a regular basis by the City of Muscatine.
Rental Housing Property Registration
Each rental property must apply individually for the Rental Facility License and Rental Unit Registrations. The Rental Facility License is renewed triennially with no applicable fees. The Rental Unit Registration is renewed annually for a fee of $30 per unit.
Rental Housing Inspections
All rental properties located within the City of Muscatine are required to be inspected triennially by a Community Services Officer for compliance with the Housing Code. During the interim years between the triennial inspection, a Self-Inspection is required to be completed by the owner/agent of the rental property.
