    1. Resolution Authorizing Changes to the Section 8 Administrative Plan 

      Presented for City Council’s consideration is a resolution authorizing changes to the Section 8 Administrative Plan. Staff is recommending City Council, acting as the Muscatine Municipal Housing Authority Board of Commissioners, adopt the resolution allowing the MMHA to make changes to the Section 8 Administrative Plan by adopting Section 220 of the 2014 Appropriations Act and approving the biennial inspections option as stated effective July 18, 2014.

    2. Resolution Setting Public Hearing for the 2014 Asphalt Overlay Project 

      Presented for City Council’s consideration is a resolution setting a public hearing for the 2014 Asphalt Overlay Project. There is $350,000 budgeted for this project. The public hearing is scheduled for Thursday, August 7, 2014, at 7 p.m.

    3. Resolution Establishing Pass-Through Trust for Money in the Nationwide Post Employment Health Plan 

      Presented for City Council’s consideration is a resolution establishing a Pass-Through Trust for money in the Nationwide Post Employment Health Plan. Several years ago the city stopped making deposits to the PEHP plan and set up an alternative plan with ICMA-RC. The city would like to transfer the money remaining in the PEHP plan to accounts at ICMA-RC. In order for this to take place, a trust must be set up for the money to pass through. The city has no responsibility to manage this trust.

    4. Resolution Accepting Completed Work for the T-Hangar Drainage Project at the Municipal Airport and Authorizing Final Payment 

      Presented for City Council’s consideration is a resolution accepting completed work for the T-Hangar Drainage Project at the Municipal Airport and authorizing final payment. The contract for this project was awarded to Muscatine Bridge Company in the amount of $117,708.04. Staff is recommending acceptance of the completed work and authorizing final payment to the contractor.

    5. Request to Approve Letter of Understanding with McGladrey LLP for the Fiscal Year 02013/2014 Audit 

      Presented for City Council’s consideration is a request to approve a Letter of Understanding with McGladrey LLP for the fiscal year 2013/2014 audit. In 2009 the city entered into a five-year agreement with McGladrey LLP for audit services through 2012/2013. In January 2014 City Council approved a one-year extension to this agreement for the audit of the 2013/2014 fiscal year.

    6. Request from Fire Department to Issue Purchase Order for Cardiac Monitors, CPR Devices, and Wireless Modems for Cardiac Monitors 

      Presented for City Council’s consideration is a request from the Fire Department to issue a purchase order for cardiac monitors, CPR devices, and wireless modems for the cardiac monitors. As part of the fiscal year 2014/2015 budget, a total of $222,400 was approved for the purchase of six new cardiac monitors, four new CPR Lucas devices, and two wireless modems for cardiac monitors. Physio Control is the sole provider of the Lifepak products. Staff is requesting the issuance of a purchase order to Physio Control in the amount of $216,959.40 for these purchases which is $5,440.60 under budget.

    7. Request from Fire Department to Approve New Ambulance Service Fee Schedule 

      Presented for City Council’s consideration is a request from the Fire Department to approve the new Ambulance Service Fee Schedule. Ambulance charges are reviewed and changed in accordance with the latest Medicare Fee Schedule. Wellmark increased their Maximum Allowable Fee for ambulance charges July 1, 2014 which means the ambulance fees can be adjusted.

    8. Request to Approve Memorandum of Agreement with the Iowa State Historic Preservation Office and Iowa Department of Transportation for the Mississippi Drive Corridor Reconstruction Project 

      Presented for City Council’s consideration is a request to approve a Memorandum of Agreement with the Iowa State Historic Preservation Office and the Iowa Department of Transportation for the Mississippi Drive Corridor Reconstruction Project. As part of this project, a MOA has been developed to ensure that identified properties of local historic significance be protected and/or documented prior to construction of any project using federal funds.

    9. Request to Declare Two Tractors at the Water Pollution Control Plant as Surplus and to Accept Low Bid for a 2014 Case Magnum 280 CVT 

      Presented for City Council’s consideration is a request to declare two tractors at the Water Pollution Control Plant as surplus and to accept the low bid for a 2014 Case Magnum 280 CVT. Bids were solicited for the purchase of a new tractor for the WPCP. The low bid was from H.D. Cline Co. in the amount of $32,000. Declaring the two tractors as surplus will allow them to be used as trade-ins on the new tractor. There is $39,000 budgeted for this purchase.

    It is recommended bills totaling $1,578,873.41 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
