    1. Resolution Approving the Finley's Subdivision

      Presented for City Council’s consideration is a resolution approving the final plat for the Finley’s Subdivision. The property owners have combined a preliminary/final plat for this subdivision. This 5.503 one lot subdivision is zoned A-1 (Agricultural) within unincorporated Muscatine County. The intent is to split the house and buildings located within the proposed subdivision from the adjoining farm ground and sold. The Planning and Zoning Commission unanimously recommends the approval of this request.

    1. Resolution Setting a Public Hearing for the West Hill Area Sanitary and Storm Sewer Separation Project – Phase III 

      Presented for City Council’s consideration is a resolution setting a public hearing for the West Hill Area Sanitary and Storm Sewer Separation Project – Phase III. It is staff’s recommendation a public hearing be held concerning the third phase of the project. The public hearing will be held Thursday, February 5, 2015, at 7:00 p.m.

    2. Request to Approve the Iowa Department of Natural Resources’ Consent Order for the Muscatine County Landfill 

    3. Request to Approve Purchase of Pickup Truck for Park Maintenance 

      Presented for City Council’s consideration is a request to approve the purchase of a pickup truck for Park Maintenance. Seven bids were received. Staff is recommending the purchase of a 2015 GMC pickup truck from Krieger Motor Company in the amount of $19,851.17. There is $22,000 budgeted for this purchase.

    4. Request to Approve the Purchase of a Right-of-Way Arm Mower and Tractor for Park Maintenance 

      Presented for City Council’s consideration is a request to approve the purchase of a new right-of-way arm mower and new tractor for Park Maintenance. Three bids were received for each piece of equipment. It is staff’s recommendation that City Council approve the purchase of a tractor from Kunau Implement of DeWitt, Iowa, in the amount of $33,297.70 and the purchase of a right-of-way arm mower from Diamond Mowers of Sioux Falls, South Dakota, in the amount of $17,712. The total price for both pieces of equipment is $51,009.70. There is $49,000 budgeted for the purchase of this equipment. The arm mower and tractor is $2,009.70 over budget and is funded from the Road Use Tax Fund. However, the recent zero turn mower purchase and the proposed truck purchase were under budget by $3,396.

    5. Request from Fire Department to Submit an Application for Staffing for Adequate Fire and Emergency Response Grant 

      Presented for City Council’s consideration is a request from the Fire Department to submit an application for a Staffing for Adequate Fire and Emergency Response (SAFER) grant through the Department of Homeland Security (DHS) Assistance to Fire Fighters Grant (AFG). If awarded, the grant would allow for the hiring of four firefighters and would pay 100% of the salary and benefits for a two year period with a zero match or cost share to the city. At the end of the grant period, the city would need to decide whether or not to keep all or some of the four firefighters.

    6. Request from Housing Department to Submit Grant Application to the United Way for the After School Program 

      Presented for City Council’s consideration is a request from the Housing Department to submit a grant application to the United Way for the After School Program. MMHA staff is completing the United Way application for fiscal year 2016 and is requesting $24,800 to support the After School Program.

      Is there a motion to approve the request as submitted? 

    7. Review and Discussion of Community Development’s Rental Inspection Fees 

      At this time the Community Development Director will give a presentation on the department’s rental housing program and suggested code changes and plans.

  13. APPROVAL OF BILLS 

    It is recommended bills totaling $656,628.25 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
