    1. Proposed Diana Queen Drive Construction Project

      Construction of a roadway between Diana Queen Drive and Steamboat Way is being recommended to provide a detour route for the Mulberry Reconstruction Project, to make the attraction of residential development more desirable, to allow for the construction of a sidewalk linking Steamboat Way and Diana Queen Drive, to enhance emergency responses, and to allow for more efficient snow removal.

      Now is the time for the public to comment.

    1. Second and Final Reading of an Ordinance Amending Title 2 Boards and Commissions to Include Chapter 11 Convention and Visitors Board

      Presented for City Council’s consideration is the second and final reading of an ordinance amending Title 2 Boards and Commissions to include Chapter 11 Convention and Visitors Board. Staff is requesting that City Council waive the rules and adopt the ordinance on final reading.

    2. Resolution Approving the Plans, Specifications, Form of Contract, Cost Estimate, and Setting the Bid Opening Date for the Diana Queen Drive Construction Project

      Is there a motion to adopt the resolution as submitted?

    3. Resolution Approving the Contract and Bond for the 2015 Asphalt Overlay Program

      Presented for City Council’s consideration is a resolution approving the contract and bond for the 2015 Asphalt Overlay Program. Three bids were received with the low bid from Illowa Investment Inc. in the amount of $556,170.80. There is $600,000 budgeted for the overlay work.

    4. Resolution Approving the Contract and Bond for the 2015 Sidewalk Program

      Presented for City Council’s consideration is a resolution approving the contract and bond for the 2015 Sidewalk Construction Project. Two bids were received with the low bid from All American Concrete in the amount of $149,762. The engineer’s estimate was $128,878 which included a contingency.

    5. Resolution Accepting Quit Claim Deed from Central State Bank for Property Needed for Diana Queen Drive Construction Project

      Presented for City Council’s consideration is a resolution accepting a quit claim deed from Central State Bank for property needed for the Diana Queen Drive Construction Project. Central State Bank has agreed to donate 1.23 acres of property needed to complete this project.

    6. Resolution Authorizing City to Apply for Membership in the Iowa Municipalities Workers’ Compensation Association

      Presented for City Council’s consideration is a resolution authorizing the city to apply for membership in the Iowa Municipalities Workers Compensation Association (IMWCA). At the June 18, 2015 City Council meeting, City Council took action to switch from United Heartland to IMWCA. It is now necessary to adopt the resolution recognizing that change.

    7. Request to Enter Into Agreement for Design of Mississippi Drive Corridor Project

      Presented for City Council’s consideration is a request to enter an agreement with the engineering firm of Bolton-Menk for $1,249,642.00 for the design of the Mississippi Drive Corridor Project. Preliminary design tasks will begin immediately, but final design tasks will be subject to the cost sharing agreement with the CP Railroad.

    8. Request Authorization to Enter Into Agreement for Surveying Services for the Musser Park/Wiggens Road Trail Project

      Presented for City Council’s consideration is a request to enter an agreement Martin & Whitacre Surveyors & Engineers, Inc. to survey property lines per an agreement with the a landowner for the final trail route. The proposal is not to exceed the amount of $20,000.

    9. Request Authorization to Approve the Memorandum of Understanding with Muscatine Community College for Permanent Easement for Sidewalk Construction

      Presented for City Council’s consideration is a request to approve the Memorandum of Understanding with MCC and authorize the survey necessary to prepare the easement plat to complete the easement acquisition after the completion of the sidewalk. The proposed sidewalk is part the 2015 Sidewalk Program and will go across some MCC property adjacent to Weed Park.

    10. Request to Approve Annual Roadway Maintenance Agreement with Iowa Department of Transportation

    11. Request Authorization to Post the Speed Limit Changes on Colorado Street

      Presented for City Council’s consideration is a request from the Traffic Committee to re-designate the speed limit on Colorado Street as follows: 25 MPH from Park Avenue to Bandag Drive and 35 MPH from Bandag Drive to University Avenue.

    12. Request Authorization to Issue Purchase Order for Cart Tippers for Refuse Collection Trucks

      Presented for City Council’s consideration is a request to issue a purchase order for cart tippers for refuse collection trucks. One bid was received from Elliott Equipment in the amount of $12,290. It is staff’s recommendation that City Council authorize the issuance of a purchase order for the purchase of the cart tippers. There is $14,000 budgeted for this purchase.

    13. Request Authorization to Issue Purchase Order for Transfer Trailer

      Presented for City Council’s consideration is a request to authorize the issuance of a purchase order for a transfer trailer. Three bids were received for this purchase. Staff is recommending the approval of the bid from Wilkens Trailer Industries in the amount of $68,726 for an aluminum transfer trailer. There is $65,000 budgeted for this purchase. An amendment of $3,726 will be added to the current fiscal year budget during the 2016/2017 budget process.

    14. Request to Approve Memorandum of Understanding Between Federal Highway Administration and Iowa State Historic Preservation Office for the Mississippi Drive Corridor Reconstruction Project

      Presented for City Council’s consideration is a request to approve the Memorandum of Understanding between Federal Highway Administration and Iowa State Historic Preservation Office for the Mississippi Drive Corridor Reconstruction Project. This agreement is subject to the receipt of a letter from IDOT confirming Davis Bacon and property acquisition requirements.

    16. Request Authorization to Submit Grant Application for Reconstruct Runway 6/24 and Associated Taxiways Project

      Presented for City Council’s consideration is a request to submit a FAA grant application with a total project cost of $4,163,464.31 with the FAA to fund 90% or this cost or $3,747,114. The local share of $416,347.31 will be funded from the 2016 bond issue.
