    1. Resolution Approving Final Plat for the Avalon Subdivision

      Presented for City Council’s consideration is a resolution approving the final plat for the Avalon Subdivision. Owners of property located at the northeast corner of the Hershey Avenue/Fletcher Avenue intersection have submitted a request for a combined preliminary/final plat for a three lot subdivision. The purpose of the subdivision is to allow for the construction of a new four unit apartment building on the proposed Lot 2 with access off of Hershey Avenue. Lot 1 contains an existing four unit apartment building, and the applicant is proposing that Outlot A remain in its current wooded state.

    2. Resolution Authorizing the Assessment of Unpaid Abatement Costs to Private Properties

      Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs to private properties. Periodically the city takes action to assess unpaid nuisance abatement costs and rental inspection fees to private properties. The fee being requested for assessment at this time totals $10,417.78.

    3. Request to Approve Memorandum of Understanding with Fridley Theaters for the Mulberry Reconstruction Project

      Presented for City Council’s consideration is a request to approve a Memorandum of Understanding with Fridley Theaters for the Mulberry Reconstruction Project. The Memorandum of Understanding with Fridley Properties LLC involves the vacant property at the southwest corner of Palms Drive and Mulberry Avenue. The property in question will be used to store material and store recycled material and also provide a way to get temporary access to the care facility at 3440 Mulberry Avenue.

    4. Request to Authorize Issuance of Purchase Order for Solid Waste Dumpster Containers

      Presented for City Council’s consideration is a request to authorize the issuance of a purchase order for solid waste dumpster containers. Bids were solicited with two vendors responding. Staff is recommending the purchase of the dumpsters from Greggory Container in the amount of $9,992. There is $10,000 budgeted for this purchase.

    5. Request to Authorize Issuance of Purchase Order for Repairs to the Morgan Building

      Presented for City Council’s consideration is a request to authorize the issuance of a purchase order for repairs to the Morgan Building. Two quotes were received with the low quote from BMW Builders II in the amount of $43,545. There is $44,000 budgeted for this project.

    6. Request to Purchase Pedestrian Operated Flashing LED Warning Lights for Trail Crossing at Colorado Street.

      Presented for City Council’s consideration is a request to purchase pedestrian operated flashing LED warning lights for the trail crossing at Colorado Street. Two quotes were obtained for this sign. Staff is recommending the approval of the bid from TAPCO in the amount of $6,700. TAPCO was the highest bidder but offers a more robust sign base that is drilled into the ground.

    7. Request to Approve City of Muscatine’s General Contractor Agreement

      Presented for City Council’s consideration is a request to approve the City of Muscatine’s General Contractor Agreement. Two bids were received with the low bid from BMW Builders II. The agreement would be in effect from July 2015 through June 2018 with a possible one-year extension. Staff is recommending the approval of the General Contractor Agreement with BMW Builders II.

    8. Request to Approve Purchase of Biosolids Trailer for the Water Pollution Control Plant

      Presented for City Council’s consideration is a request to approve the purchase of a biosolids trailer for the Water Pollution Control Plant. Two bids were received with the low bid from Thomas Bus Sales of Iowa for $6,330. There is $6,000 budgeted for this purchase.

    9. Request to Approve Letter of Understanding with City's Auditor for the Fiscal Year Ended June 30, 2015

      Presented for City Council’s consideration is a request to approve the Letter of Understanding with the city's auditor for the fiscal year ended June 30, 2015. The firm will audit the financial statements of the governmental activities, the business-type activities, the aggregate discretely presented component units, each major fund, and the aggregate remaining fund information, including the related notes to the financial statements which collectively comprise the basic financial statements of the city as of and for the year ending June 30, 2015.

    10. Request to Approve 28E Agreement with the City of Fruitland for Police Coverage by the City of Muscatine’s Police Department

      Presented for City Council’s consideration is a request to approve a 28E Agreement with the City of Fruitland for police coverage by the City of Muscatine’s Police Department. The agreement will be effective July 1, 2015 through June 30, 2018.
