    This request from the Missipi Brewing Company is for the closure of Iowa Avenue in front of the establishment on October 3-4, 2015.

    F. Request from Muscatine High School for Use of City Property for 2015 Homecoming Parade

    This request is for the use of city property for the 2015 MHS Homecoming Parade on October 8, 2015 beginning at 6:00 p.m.

    G. Request Authorization for Mayor Hopkins to Attend Sister Cities Conference in Chicago, Illinois

    The conference will take place October 22-23, 2015 in Chicago, Illinois.

    H. Request from Keep Muscatine Beautiful for Use of City Property for Citywide Open House to Highlight Designated Trails and Parks

    This event will take place on October 3, 2015 from 10 a.m. to 3 p.m. Trails will include Riverfront trails from Musser Park to Weed Park and the parks featured will include Riverfront parks, Weed Park, Discovery Park, and Fuller Park.

    1. Resolution Setting Public Hearing to Consider the Plans, Specifications, Form of Contract, Cost Estimate, and Establishing a Bid Opening Date Related to the CDBG Downtown Revitalization Project

      Presented for City Council’s consideration is a resolution setting a public hearing to consider the plans, specifications, form of contract, cost estimate, and establishing a bid opening date related to the CDBG Downtown Revitalization Project. The City of Muscatine received and accepted a grant from the Iowa Economic Development Authority to complete this project. HBK Engineering has completed the design of the project and is ready to move the project forward. Prior to any formal action by City Council, a public hearing is required. This hearing will take place on Thursday, October 1, 2015, at 7:00 p.m.

    2. Resolution Approving the Contract and Bond for the Municipal Airport T-Hangar Connector Road Project 

      Presented for City Council’s consideration is a resolution approving the contract and bond for the Municipal Airport T-Hangar Connector Road Project. The contract for this project was awarded to Muscatine Bridge Company in the amount of $139,767.80 at the August 6, 2015 City Council meeting. Is now necessary to approve the contract and bond.

    3. Resolution Accepting Completed Work for the Colorado Street Reconstruction Project 

      Presented for City Council’s consideration is a resolution accepting completed work for the Colorado Street Reconstruction Project. The original contract was awarded to Heuer Construction in the amount of $2,849,949.71. There were five change orders bringing the final contract amount to $3,032,158.59. It is staff’s recommendation City Council accept the completed work for the project and authorize final payment to the contractor.

    4. Resolution Supporting Submission of ICAAP Grant Application and Certifying the Availability of Local Matching Funds 

      Presented for City Council’s consideration is a resolution supporting the submission of an ICAAP grant application and certifying the availability of local matching funds. Iowa’s Clean Air Attainment Program (ICAAP) offers funding to help finance transportation projects and programs that result in attaining or maintaining the national air quality standards. Staff is requesting permission to pursue this option to provide transportation services from the City of Muscatine to Progress Park. The deadline for submission is October 1, 2015.

    5. Resolution Setting a Public Hearing on the Vacation of Utility Easements in Lot 1 of the University Development Subdivision 

      Presented for City Council’s consideration is a resolution setting a public hearing on the vacation of a utility easement in Lot 1 of the University Development Subdivision. This request is for the vacation of a 7.5’ utility easement along the north line of Lot 1 of the University Development Subdivision located at 2701 University Drive. Vacation of the utility easement will allow for the construction of a building in this portion of the platted utility easement. Prior to formal action by City Council, a public hearing is required. This hearing will take place on Thursday, September 17, 2015, at 7:00 p.m.

    6. Resolution Setting a Public Hearing on Proposed Rezoning Change at 2107 Grandview Avenue 

      Presented for City Council’s consideration is a resolution setting a public hearing on a proposed rezoning change at 2107 Grandview Avenue. The property owners have submitted a request to rezone a four acre parcel at this address from M-1 Light Industrial to R-R Multi Family Residential to allow for the conversion of the former Lamplight Inn into one bedroom apartments. Prior to any formal action by City Council, a public hearing must be held. This hearing will take place on Thursday, September 17, 2015, at 7:00 p.m.

    7. Resolution Setting a Public Hearing on the Vacation of Utility Easements in Lots 14 and 15 of the Riverbend Second Addition 

      Presented for City Council’s consideration is a resolution setting a public hearing on the vacation of utility easements in Lots 14 and 15 of the Riverbend Second Addition. The property owners of 3302 Clermont, located in the Riverbend Second Addition, are requesting the vacation of a 10’ wide utility easement composed of two adjoining 5’ utility easements. The property owners plan to combine these two parcels. Prior to any formal action by City Council, a public hearing is required. This hearing will take place on Thursday, September 17, 2015, at 7:00 p.m.

    8. Request for Authorization to Issue Purchase Order for Sewer Line Testing 

      Presented for City Council’s consideration is a request to authorize the issuance of a purchase order for sewer line testing. As the result of a federal mandate, the city must inspect and repair any problems with the storm and sanitary sewer lines adjacent to the Mad Creek Levee. This is required for Levee Certification. One quote was received from Municipal Pipe Tool Company LLC in the amount of $14,800 for the inspection service. There is $28,000 budgeted for this purpose.

    9. Request from Police Department to Purchase New Copier/Multi-Functional Machine 

      Presented for City Council’s consideration is a request from the Police Department to purchase a new copier/multi-functional machine. Three bids were received for this purchase with the low bid from Advanced Business Systems in the amount of $6,341 with a service agreement of $40.20 per month. There is $10,000 budgeted for this purchase.

    10. Request to Accept EA and 4(f) Evaluation from the Iowa Department of Transportation and Authorize City Administrator to Sign Said Documents 

      Presented for City Council’s consideration is a request to accept the EA and 4(f) Evaluation from the Iowa Department of Transportation and authorize the City Administrator to sign said documents. The City Council approved the Memorandum of Understanding at its July 2, 2015 meeting and previously reviewed the Environmental Assessment (EA). Tonight staff is asking for City Council’s approval of the EA and 4(f). City Council’s approval will allow the Iowa Department of Transportation to proceed with a FONSI (Finding of No Significant Impact).

    11. Request to Approve Engineering Services Agreement for Electrical Improvements at the Municipal Airport 

      Presented for City Council’s consideration is a request to approve an engineering services agreement for electrical improvements at the Municipal Airport. The Airport Electrical Update Project is being constructed on schedule with the five-year CIP. Anderson-Bogert will be providing the required professional services for this project in an amount not to exceed $12,500. Funding of this project is provided by 85% state funding and 15% local funding.

    12. Request from Water Pollution Control Plant for Approval to Purchase Lawn Mower 

      Presented for City Council’s consideration is a request from the Water Pollution Control Plant for approval to purchase a lawn mower. Two acceptable bids were received for this purchase with the low bid from Muscatine Lawn and Power for a Hustler Fastrak SD in the amount of $5,582.31. There is $6,000 budgeted for this purchase.
