    This request from the Muscatine Farmer’s Market is for the use of city property for Farmers Market 2016. The dates for usage are May 7, 2016 through October 29, 2016. The timeframe is 5:30 a.m. to 12:30 p.m. The location is the city lot located on the corner of E. 3rd and Cedar streets.

    1. Resolution Awarding Contract for the Electrical Upgrade Project at the Municipal Airport 

      Presented for City Council’s consideration is a resolution awarding the contract for the Electrical Upgrade Project at the Municipal Airport. One bid was received from Voltmer Inc. in the amount of $39,269. The grant award allocated for the project is $60,000. Staff is working with the engineer and the contractor to identify additional work items to be completed in an attempt to use the full grant award. A future change order will be submitted to account for additional work added to the project.

    2. Resolution Setting Public Hearing on Vacation of Right-of-Way Remnant in the City of Muscatine 

      Presented for City Council’s consideration is a resolution setting a public hearing on the vacation of a right-of-way remnant in the City of Muscatine. A vacation plat for 1.53 acres of right-of-way which includes portions of Spring Street, E. 4th Street, and Poplar Street has been filed by the HNI Corporation. HNI owns all of the adjoining property to the right-of-way being proposed for vacation. Prior to any formal action by City Council, a public hearing is required. This hearing will be held on Thursday, January 7, 2016, at 7:00 p.m.

    3. Resolution Authorizing Assessment of Unpaid Abatement Costs and Unpaid Rental Inspection Fees to Private Properties 

      Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs and unpaid rental inspection fees to private properties. Periodically the city takes action to assess unpaid nuisance abatement costs and rental inspection fees to private properties. The fee being requested for assessment at this time totals $13,983.70.

    4. Request to Approve Jurisdiction Agreement for Iowa Byways Signage Installation and Maintenance 

      Presented for City Council’s consideration is a request to approve the Jurisdiction Agreement for Iowa byways signage installation and maintenance. The byways program plans to remove and replace the Iowa Great River Road (IGRR) signs which include the byways logo as well as the familiar IGRR pilot’s wheel. The agreement confirms the responsibilities of the Iowa DOT and local jurisdictions that host byways with regard to byway signage. The city will be responsible for additional materials and work needed on our segment (Mississippi Drive and Grandview Avenue) to properly repair or reinstall such signs as needed.

    5. Request to Enter Professional Services Agreement for the Final Design of the Musser Park to Wiggens Road Trail 

      Presented for City Council’s consideration is a request to enter into a professional services agreement for the final design of the Musser Park to Wiggens Road Trail. A land owner recently agreed to allow the trail to be on a common property line between two properties; however, the owner has requested the property line be surveyed. This proposal allows for the survey and remonumentation of the property line, if needed. The proposal is in an amount not to exceed $20,000.

    6. Request to Enter Professional Services Agreement for the Grandview Avenue NEPA Clearance 

      Presented for City Council’s consideration is a request to enter into a professional services agreement for the Grandview Avenue NEPA Clearance. The city issued request for proposals to consultants specializing in environmental compliance work. Three firms replied. One firm pulled their proposal and of the remaining two proposals, the firm of Impact G-7 was selected in the amount of $230,000. Funds for payment of this study will come from the US 61 to Grandview Avenue Jurisdictional Transfer Funds. The design is anticipated to be done in Fiscal Year 2018/2019 and construction programmed to begin in 2019/2020 at an approximate cost of $10 million.

    It is recommended bills totaling $1,645,901.03 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
