    1. Second Reading of Ordinance Amending Appointment and Removal Powers in Title 1 Chapter 11, Title 2, Chapters 1, 2, 3, 4, 6, 7, 8, and 9, and Title 6, Chapter 1; and Adding Chapters 11 and 12 to Title 2 

      Is there a motion to approve the second reading of this ordinance as submitted? 

    2. Final Reading of an Ordinance Amending the Zoning Ordinance for Property Located at 1409 Wisconsin Street (formerly Garfield School) 

      Presented for City Council’s consideration is the final reading of an ordinance amending the zoning ordinance for property located at 1409 Wisconsin Street (formerly Garfield School). The property owners are requesting that 4.41 acres on the eastern end of the parcel containing the former school building be rezoned to S-2 Institutional Office.

      Is there a motion to adopt the ordinance on final reading and to direct for its publication as required by law? 

    3. Resolution Setting Public Hearing on a Request to Vacate Certain Utility Easements 

      Presented for City Council’s consideration is a resolution setting a public hearing on a request to vacate certain utility easements. The property owner of Lots 6 and 7 of the Riverbend Fifth Addition (3500 Diana Queen Drive) has submitted an easement vacation plat that vacates a 10’ wide utility easement composed of two adjoining 5’ utility easements located on these two lots. The applicant plans to combine these two lots and construct an elder group home. Prior to any formal action by City Council, a public hearing is required. This hearing will take place on Thursday, August 18, 2016, at 7:00 p.m.

    4. Request Approval to Amend City Council Rules 

      Presented for City Council’s consideration is a request to amend the City Council Rules. City Council Rule Section 1.2 pertaining to special meetings states the City Code reference is 1-6-6. It is necessary to amend the rules to correct the City Code reference to 1-9-5.

      Is there a motion to approve the request as submitted? 

    5. Request to Approve Pilot Sidewalk Poetry Program 

      Presented for City Council’s consideration is a request to approve a Pilot Sidewalk Poetry Program. Staff is requesting approval of the Muscatine County Arts Council’s pilot program to install stamped poetry in new or replacement sidewalks under the direction of the Public Works Department as part of the annual sidewalk construction projects throughout the community.

    6. Request to Approve Deferred Maintenance Repairs for City Facilities 

      Presented for City Council’s consideration is a request to approve deferred maintenance repairs for city facilities. Public Works staff has compiled a list of deferred maintenance items for many of the city-owned facilities in need of repair. Quotes have been received for all of the listed work and the lowest bid prices are those recommended for approval. The total cost is $317,333.53. There is $344,928.79 budgeted for this work.

    7. Request to Approve Proposal for Surveying Services for Repairs to the Mississippi River Levee 

      Presented for City Council’s consideration is a request to approve the proposal for surveying services for repairs to the Mississippi River Levee. Proposals were solicited from two engineering firms with Martin and Whitacre responding with a proposal of $9,000. Because this defect was not known prior to the budgeting process, this expense is not included in the current budget; therefore, plans are to survey and design the solution to the problem for inclusion in next fiscal year’s budget. Staff is requesting approval of this proposal in an amount not to exceed $9,000.

    8. Discussion of Potential Tax Abatement Program and Areas 

      At this time discussion will take place concerning a potential tax abatement program and areas.

    It is recommended bills totaling $2,518,151.96, which includes journal entries and receipt summaries for May 2016, be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).

    1. Request to Enter Closed Session Per Iowa Code 21.5(j) to Discuss Proposed Property Acquisition (potential action to follow)
