    1. Proposed Vacation of Certain Utility Easements for 3420 Clermont Drive

      This public hearing concerns the proposed vacation of certain utility easements for 3420 Clermont Drive. The property owner has submitted a request to vacate utility easements on Lots 3, 4, and 5 of the Riverbend Second Addition. The applicant plans to construct a house on the newly created lot. Prior to any formal action by City Council, a public hearing is required.

      Now is the time for the public to comment.

    1. Resolution Vacating Public Utility Easements for 3420 Clermont Drive 

      Is there a motion to adopt the resolution as submitted? 

    2. Resolution Overriding the Mayor’s Veto, Passing Again and Directing Immediate Publication of the Ordinance Amending Appointment and Removal Powers in Title 1 Chapter 11, Title 2, Chapters 1, 2, 3, 4, 6, 7, 8, and 9, and Title 6, Chapter 1; and Adding Chapters 11 and 12 to Title 2

    3. Resolution Creating Subcommittee to Recommend Appointments to Various Boards, Commissions, and Committees Including Ad-Hoc Committees as Defined by Title 2, Chapter 10, and City Administrative Boards as Defined as Title 2, Chapter 11 

      Is there a motion to adopt the resolution as submitted? 

    4. Resolution Setting Public Hearing on Ordinance Amending Title 10, Chapters 4 and 5 of the City Code, Floodplain Management Regulations 

      Presented for City Council’s consideration is a resolution setting a public hearing on an ordinance amending Title 10, Chapters 4 and 5 of the City Code, Floodplain Management Regulations. FEMA has issued new Flood Insurance Rate Maps for the area protected by the Island Levee. These maps must be officially made part of the City of Muscatine’s Floodplain Regulations in order for Muscatine residents and businesses to continue to purchase flood insurance through the National Flood Insurance Program. Prior to any formal action by City Council, a public hearing is required. This hearing will take place on Thursday, September 15, 2016, at 7:00 p.m.

    5. Request from Police Department to Purchase Tablet Computers 

      Presented for City Council’s consideration is a request from the Police Department to purchase three Panasonic ToughPad Tablet computers along with printing hardware from Keltek Inc. tablet computers. The total cost for this purchase is $9,691.11. There is $10,000 budgeted for this purchase.

    6. Request to Declare City Property as Surplus and to Authorize Its Disposal 

      Presented for City Council’s consideration is a request to declare city property as surplus and to authorize its disposal. Once declared as surplus, the property will be disposed of via an online public surplus auction.

    7. Request to Approve Consultant for Intermodal Port Facility Study 

      Presented for City Council’s consideration is a request to approve the consultant for an Intermodal Port Facility Study. Two firms were asked to submit proposals. It is staff’s recommendation that an agreement with HDR Inc. be approved for this study.

    8. Request to Approve Issuance of Purchase Order for Animated LED Holiday Tree 

      Presented for City Council’s consideration is a request to approve the issuance of a purchase order for an animated LED holiday tree. An area resident would like to donate funds for the purchase of the tree to be displayed during the holiday season and in conjunction with the Holiday Stroll. Staff is requesting the issuance of a purchase order to Temple Display Ltd. in the amount of $16,370.25 for an animated 18’ LED panel tree.

    9. Mississippi Drive Update and Carver Corner and 2nd Street and Mulberry Avenue Intersections Presentation with Potential Action by City Council 

      At this time Bolton & Menk will provide an update on the Mississippi Drive Corridor Project and a review of the Carver Corner intersection and the 2nd Street and Mulberry Avenue intersection.

    It is recommended bills totaling $1,654,637.91 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
