A. Proposed Kent Stein Park to Deep Lake Parks Trail Project

This public hearing concerns the proposed Kent Stein Park to Deep Lake Parks Trail Project. This new trail has been reviewed by the Iowa Department of Transportation and submitted to the IDOT Office of Contracts and is on schedule for a March 21, 2017 bid letting. Federal funds available for this project are $459,636 with an additional $381,100 in State Recreational Trails funding for a total grant funding amount of $840,736. The city will pay for a portion of the project (approximately $400,000) with funds from the spring 2018 bond issue. The estimated contract cost for the project is $1.3 million. Prior to any formal action by City Council, a public hearing is required.

Now is the time for the public to comment.

A. Resolution Approving the Plans and Specifications, Form of Contract, Cost Estimate and Setting Bid Opening Date for the Kent Stein Park to Deep Lakes Park Trail Project

B. Resolution Authorizing the Assessment of Unpaid Abatement Costs to Private Properties

Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs to private properties. Periodically the city takes action to assess unpaid nuisance abatement costs to private properties. The fee being requested for assessment at this time totals $11,316.75.

C. Resolution Setting Public Hearing on Proposed Mississippi Drive Corridor Project

Presented for City Council’s consideration is a resolution setting a public hearing on the proposed Mississippi Drive Corridor Project. The reconstruction of the Mississippi Drive Corridor has been designed by Bolton & Menk, reviewed by staff and is on schedule for construction beginning in April 2017. No state or federal monies will be used for this project. This project is Phase I of the overall project and does not include costs associated with completion of the remaining intersections at Carver Corner and 2nd Street and Mulberry Avenue. Prior to any formal action by City Council, a public hearing is required. This hearing will take place on Thursday, February 2, 2017, at 7:00 p.m.

D. Request from Police Department to Authorize the Purchase of Four Police Tahoe Patrol Vehicles

Presented for City Council’s consideration is a request from the Police Department to authorize the purchase of four Tahoe patrol vehicles. Three bids were received with the lowest bid coming from Karl Chevrolet in the amount of $34,284.44 per vehicle. The next lowest bid was from Krieger’s in the amount of $34,760 per vehicle. Under the purchasing guidelines and local preference for local vendors, the bid from Krieger Motors is within the 2% (1.37%) of the low bid provided by Karl Chevrolet. Staff is requesting the bid in the total amount of $139,040 be awarded to Krieger’s. There is $202,700 budgeted for this purchase.

E. Request to Approve Issuance of Two Purchase Orders for the R.E.A.P. Grant Phase III – Long Dock Replacement Project

Presented for City Council’s consideration is a request to approve the issuance of two purchase orders for the R.E.A.P. Grant Phase III – Long Dock Replacement Project. The Long Dock Replacement Project is Phase III of the R.E.A.P. grant that was awarded to the City of Muscatine in December 2015. Three bids were received. Staff is requesting the issuance of a purchase order to Superior Seawalls and Docks in the amount of $75,180 and the issuance of a purchase order to Dock Boxes Unlimited in the amount of $14,383.44. The long dock portion of the R.E.A.P. Grant Phase III has $125,000 budgeted for this project. Components remaining in this phase include new chain anchors and utility connections to the dock system.

F. Request to Approve Agreement for the Beach Lumber and TeStrake Properties for Environmental Inspections

Presented for City Council’s consideration is a request to approve an Environmental Services Agreement for the Beach Lumber and TeStrake properties. The city is preparing to demolish several buildings on properties as part of the Mississippi Drive Corridor Project. The process of demolition requires the city to conduct an asbestos abatement review and certification to meet Iowa law. Staff is requesting the approval of an agreement with Impact 7G in an amount not to exceed $14,700 to conduct the assessment.

G. Update on Water Pollution Control Biogas Project

At this time Water Pollution Control Director Jon Koch will provide an update on the Biogas Project.
