7. PUBLIC HEARING

A. Proposed Submission of Application for State and Federal Transit Funding

This public hearing concerns the proposed submission of an application for state and federal transit funding. The City of Muscatine Transit (MuscaBus) applies annually for funding through a Consolidated Funding Application. The amounts being requested include $400,745 for federal funding, $248,086 for state funding, statewide federal capital assistance for four buses totaling $384,600, and a public transit infrastructure grant for 10 bus shelters totaling $58,000. Prior to any formal action by City Council, a public hearing is required.

Now is the time for the public to comment.

A. Resolution Setting Public Hearing on Proposed Landfill Cell #5 Expansion Project

Presented for City Council’s consideration is a resolution setting a public hearing on the proposed Landfill Cell #5 Expansion Project. In order to provide future space for solid waste generated within Muscatine County, the city must begin planning for the construction of the next cell. Barker Lemar Engineering Consultants is the city’s consultant on the landfill and will be retained to design and help oversee construction of the next cell and required leachate storage lagoon. Prior to any formal action by City Council, a public hearing is required. This hearing will take place on Thursday, May 18, 2017, at 7:00 p.m.

B. Resolution Setting Public Hearing on Amendment #2 to the Fiscal Year 2016/2017 City Budget

Presented for City Council’s consideration is a resolution setting a public hearing on Amendment #2 to the Fiscal Year 2016/2017 City Budget. This proposed amendment will increase total budgeted expenditures for the city by $602,500, and transfers out will increase by $92,500. Of the total expenditure amendment, $148,400 (24.6%) is to repair damages caused by the March 6, 2017 tornado. Budgeted revenues are proposed to be amended by $177,900 and transfers in by $92,500. The revenue amendment includes a total of $133,400 in insurance reimbursements for tornado damages (costs less deductibles). Prior to any formal action by City Council, a public hearing is required. This hearing will take place Thursday, May 18, 2017, at 7:00 p.m.

C. Request from Police Department to Accept Donation from Kent Corporation and to Authorize the Issuance of a Purchase Order for Special Response Team Equipment

Presented for City Council’s consideration is a request from the Police Department to accept a donation from Kent Corporation and to authorize the issuance of a purchase order for Special Response Team Equipment. Staff is requesting City Council accept the donation from the Kent Corporation in the amount of $41,600 and authorize the issuance of a purchase order in this amount for the new tactical equipment.

D. Request to Approve Landowner Agreement with the U.S. Fish and Wildlife Service for the Houser Street Pollinator Park Project

Presented for City Council’s consideration is a request to approve a Landowner Agreement with the U.S. Fish and Wildlife Service (USFWS) for the Houser Street Pollinator Park Project. The USFWS, the City of Muscatine, and the Muscatine Pollinator Project is working together to restore native habitat under the Regional Partners for Fish and Wildlife (Partners) Program Strategic Plan. The property being proposed for usage is city property located around the Transfer Station at 1000 Houser Street. Staff is requesting City Council approve the Landowner Agreement between the USFWS, City of Muscatine, and the Muscatine Pollinator Project.

E. Request to Approve Contract Amendment with the Blue White Collar Bargaining Unit

Presented for City Council’s consideration is a request to approve a contract amendment with the Blue White Collar Bargaining Unit. The purpose of the contract amendment is to add a Custodian I to Pay Grade I and to change the existing Custodian classification to Custodian II. This position will remain at its current pay grade. This change will allow personnel to be added to meet the needs of the new library.

F. Request to Approve Appointments to the Convention & Visitors Board

Presented for City Council’s consideration is a request to approve appointments to the Convention & Visitors Board. The Nominating Committee met on April 21, 2017 to consider applications for this Board. They are recommending the appointments of Cindy Tubandt and Shelly Maharry.

G. Request to Accept Property from Muscatine County to be Deeded to the City of Muscatine and to Declare the Property as Surplus

Presented for City Council’s consideration is a request to accept property from Muscatine County to be deeded to the City of Muscatine and declared as surplus property. The county has reached out to the city to deed tax delinquent properties to the city for final disposition. Staff is requesting City Council take action to accept and declare the property as surplus so they can be added to the list of available properties the city can properly dispose of either by sale or trade. None of the properties have buildings on them.

H. Request to Issue Purchase Order for Public Safety Building Apparatus Room Roof Replacement

Presented for City Council’s consideration is a request to issue a purchase order for the Public Safety Building Apparatus Room Roof Replacement. The Fire Department’s apparatus room roof is in need of replacement. Staff is requesting City Council approve the issuance of a purchase order to Bryant Roofing in the amount of $37,000 for the roof replacement. Funding for this work is available in the “Deferred Maintenance Repairs” budget.

I. Request to Issue Purchase Order for Landfill Cell #5 Design

Presented for City Council’s consideration is a request to issue a purchase order for design of Landfill Cell #5. Barker Lemar Engineering Consultants is the city’s consultant for the landfill, and they have submitted a scope of services and contract to design and help oversee construction of the next landfill cell and the required leachate storage lagoon. Staff is requesting City Council authorize the issuance of a purchase order to Barker Lemar in the amount of $96,520 to assist in the design and oversight of the next landfill cell. Funding is available in the landfill budget for this expenditure.

J. Request to Approve Change Order and Issue Purchase Order for the Public Safety Building HVAC Project

Presented for City Council’s consideration is a request to approve a change order and to issue a purchase order for the Public Safety Building HVAC Project. On February 2, 2017 City Council approved the contract with Crawford Company for this project. In order to properly cool the Dispatch Center, new heat pumps will need to be installed. The cost to provide and install the new heat pumps is $5,254.43. Staff is requesting the issuance of a purchase order to Crawford Company for the work described above. Funds for this work are available in the Building & Grounds Deferred Maintenance Budget. The city will request reimbursement from MUSCOM for this expenditure.
