A. Ordinance Amending Title 8, Chapter 3 of the City Code – Electrical Code

Presented for City Council’s consideration is the third and final reading of an ordinance amending Title 8, Chapter 3 of the City Code. This amendment will bring the City of Muscatine into better alignment with the most recent addition to the National Electric Code.

Is there a motion to adopt this ordinance on third and final reading and to direct for its publication as required by law?

B. Resolution approving the Final Plat of Taylor Cove Subdivision

Presented for City Council’s consideration is a resolution approving the Final Plat of Taylor Cove Subdivision. This proposed subdivision is located in unincorporated Muscatine County, but falls within the two-mile limit requiring the City of Muscatine to review and approve.

C. Resolution approving Annual Street Finance Report for Fiscal year 2017/2018.

Presented for City Council’s consideration is a resolution approving the Annual Street Finance Report for Fiscal year 2017-2018. Street related expenditures for the year totaled $12,986,076.00.

D. Resolution Authorizing the Assessment of Unpaid Nuisance Abatement Costs to Private Properties

Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs to private properties. The nuisance abatement costs for snow, junk, and weed removal total $1659.20. The administrative fees are $550.00 and the assessment fees are $900.00. The total fee being requested for assessment at this time totals $3,109.20.

E. Resolution Setting Date for Public Hearing  for the High Strength Waste Receiving Station Project.

Presented for City Council's consideration is a resolution setting a public hearing for Oct 4, 2018, at 7:00 p.m., regarding the plans, specifications, form of contract and estimated construction costs for the High Strength Waste Receiving Project.

F. Request to approve Supplement #5 for the High Strength Waste Receiving Station

Presented for City Council's consideration is a request to approve supplement #5 with Stanley Consultants for the expanded engineering services for the High Strength Waste Receiving Station Project in the amount of $194,355.00.  This project is expected to increase annual revenue by $62,000 to $75,000 annually.

G. Request to approve rental agreement with Superior Seawall for the use of harbor dredge

Presented for City Council’s consideration is a request to approve a rental contract with Superior Seawall for the use of harbor dredge. The City of Muscatine only uses the dredge 4-6 weeks out of a year. Superior Seawall is willing to pay $6000, per 40 hour week, to rent the dredge

H. Request to approve Issuance of Purchase Order for two Grit Classifier Body Assemblies.

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Gongol Associates Inc. in the amount of 24,710.00 plus shipping, for the purchase of two grit classifiers for the Water Pollution Control Plant. Two bids were received and Gongol was the low bid. There is $25,000 budgeted for this expense.

I. Request to approve Issuance of Purchase Order for Public Works Building Roof Replacement

Presented for City Council’s consideration is a request to approve the issuance of a purchase order, in the amount of $47,171.00, to Bryant Roofing for the replacement of the rear section of Public Work’s roof. This was the only bid received. There is $49,530 budgeted for this work.

J. Request to Approve Purchase Order for 2018 Pavement Crushing

Presented for City Council’s consideration is a request to issue purchase order to Bushman Excavating, in the amount of $74,400.00, for the 2018 Pavement Crushing. This was the only bid received. The estimated amount was $75,000.

K. Request to Approve Updated Drug and Alcohol Policy for Transit Department

Presented for City Council's consideration is a request to approve the updated drug and alcohol policy for the Transit Department.  The FTA has directed that the policy for Transit employees be separated from drug testing policy for other employees.

L. Request to Approve Purchase Order for Replacement of two Trailer Floors

Presented for City Council’s consideration is a request to issue a purchase order to Jim Hawk Trailer, in the amount of $40,077.13, for the replacement of floors in trailer #19 and #25. Transportation costs would not make it feasible to request bids outside of this area.

M. Request to Approve Purchase Order for Refuse Containers

Presented for City Council's consideration is a request to approve the issuance of a purchase order to Rehrig Pacific Company, in the amount of $6,059.20, for 112 ninety five gallon trash carts. This is the only bid requested as they are the same carts the City currently uses.  This expense will be taken from the refuse budget.

N.  Request to Approve Agreement Between the City of Muscatine and the Greater Muscatine Chamber of Commerce and industry.

Presented for City Council’s consideration is a request to approve an agreement between the City of Muscatine and the Greater Muscatine Chamber of Commerce and Industry for management of the Convention and Visitor’s Bureau. As requested by council additional information has been attached.

It is recommended bills totaling $5,365,819.49, which includes receipt summaries and journal entries for July 2018, be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
