A. High Strength Waste Receiving Station Project – Plans, Specifications and Cost Estimates

This public hearing concerns the approval of the plans, specifications, form of contract, cost estimates and establishing a bid opening date for the High Strength Waste Receiving Station Project. Prior to any formal action by City Council, a public hearing is required.

Now is the time for the public to comment.

A. Resolution #94499-1018 Approving Plans, Specifications and Form of Contract for High Strength Waste receiving Station Project. (Public Hearing A)

B. Resolution #94500-1018 to Set Public Hearing on Expanded Urban Renewal Area and Urban Renewal Plan Amendment

Presented for City Council’s consideration is a Resolution Setting Public Hearing for November 1, 2018, at 7:00 p.m., for the consideration of expanding the Urban Renewal Area to include the current City limits, and the addition of the NPSW Enterprises new housing development project to the Urban Renewal Plan.

C. Resolution #94501-1018 Deleting Property from the Consolidated Urban Renewal Area

Presented for City Council’s consideration is a Resolution deleting Property from the Current Urban Renewal Area. The City’s bond attorneys, have recommended the property parcel that will be used for the new housing subdivision, be deleted from the current Urban Renewal Area with this resolution. This recommendation will then allow this area to have the full maximum of TIF allowed of 20 years when it is added back into the Urban Renewal Area. This will be done with the approval of the Expanded Urban Renewal Area after the public hearing on November 1, 2018.

D. Resolution #94502-1018 for Maintenance Assurance for West Side Trail Project

Presented for City Council’s consideration is a resolution approving local match for TAP funds and maintenance assurance for the West Side Trail Project. The Public Works Department is applying for a TAP FUND GRANT through Bi-State Regional Commission; and this grant requires a local match of 20%  and the assurance from the City that it will maintain said project for a minimum of 20 years.

E. Request #94503-1018 to Approve Final Design Engineering Agreement for West Side Trail

Presented for City Council’s consideration is a request to approve a proposal from Martin & Whitacre, in the amount of $71,910.00 for the final design of the West Side Trail.

F. Request #94504-1018 to approve Purchase of Rapid Rectangular Flashing Beacons

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $21,719.04 to TAPCO for the purchase of three Rapid Rectangular Flashing Beacons for the Houser Street Parking Expansion and Athletic Field Grading Project. The Project budget included funding for these beacons.

G. Request #94505-1018 to approve submission of AFG Grant Request for SCBA’s

Presented for City Council’s consideration is a request to approve the submission of a grant through the Department of Homeland Security for new Self-Contained Breathing Apparatus packs. This grant would require a 10% city match of $29,244.00.

H. Request #94506-1018 to Approve Issuance of a Purchase Order for carpet replacement.

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Carriage House Carpet, in the amount of $5,828.66, for the replacement of carpeting in the Police Department offices.  There was $4,300.00 budgeted for this purchase.  The difference will be funded from the overall capital outlay allocation in the Building & Grounds budget with other purchases coming in under budget.

It is recommended bills totaling $1,709,063.30, be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
