A. Resolution Providing for a Reduction in Interest Rate on the Sewer Revenue State Revolving Fund (SRF) Loan

Presented for City Council’s consideration is a resolution providing for a reduction in interest rate on the Sewer Revenue State Revolving Fund (SRF) Loan. The City of Muscatine received notification this week from the Iowa Finance Authority that the rate on the City’s SRF loan will be lowered from 3.0% to 1.75% effective December 1, 2018. This will create a savings of $1,107,918.75, over the remaining life of the loan.

B. Resolution Awarding Airport Hangar Apron Contract to Heuer Construction

Presented for City Council’s consideration is a resolution awarding the contract for the Airport Hangar Apron Project to Heuer Construction. Four bids were received and Heuer was the lowest responsible bidder at $186,230.00.

C. Resolution Authorizing the Assessment of Unpaid Abatement Costs and Unpaid Rental Inspection Fees to Private Properties.

Presented for City Council’s consideration is a resolution authorizing the
assessment of unpaid abatement costs to private properties. Periodically the city
takes action to assess unpaid nuisance abatement costs to private properties. The
nuisance abatement costs for snow, junk, and weed removal total $6884.15. The
administrative fees are $1525.00 and the assessment fees are $1350.00. The total
fee being requested for assessment at this time totals $9759.15.

D. Request to Approve Issuance of a Purchase Order for 13 Ballistic Vests

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $5487.00 to Safe Life Defense for the purchase of 13 ballistic vests for the Fire Department. There was $5700.00 budgeted for this item.

E. Request to Proceed with FAA Grant Application for Taxiway

Presented for City Council’s consideration is a request to approve the Community Development Departments submission of up to three separate applications to the FAA. The FAA has three types of funding sources that can be applied for. The money from this grant would fund resurfacing of the taxiway to runway 6/24.

F. Request to Proceed with Pre-Application Process for IEDA Catalyst Grant

Presented for City Council’s consideration is a request to proceed with the pre-application process for the IEDA Catalyst Grant. The State of Iowa IEDA Grant is designed to provide funding up to $100,000.00 for specific buildings, generally in downtown areas.

G. Request to Approve Annual Urban Renewal Report for the Year Ended June 30, 2018

Presented for City Council’s consideration is a request to approve the Annual Urban Renewal Report for the Year Ended June 30, 2018. The state requires local
governments complete and submit an annual report showing all activity with each of their urban renewal areas during the preceding fiscal year. The report included with this agenda is the updated information for fiscal year 2017/2018.

H. Request to Approve Annual Financial Report to the State of Iowa for the Year ended June 30, 2018

Presented for City Council’s consideration is a request to approve the Annual Urban Renewal Report for FY 2017/2018. This report includes all budgeted funds of the city and was prepared on a budget basis. Revenues and other financing sources totaled $71,544,087 for the year and expenditures and other uses totaled $73,392,983. Revenues and other financing sources are $1,848,896 less than expenditures and other uses primarily due to the expenditure of Transfer of Jurisdiction funds received in a prior year for the Mississippi Drive Corridor Reconstruction project work done in the 2017/2018 year. Actual City expenditures in each functional area were within the budgeted amounts as required by the State.

I. Request to Approve Lease Agreement with Pitney Bowes for Postage Equipment

Presented for City Council’s consideration is a request to enter into a new 5-year lease with Pitney Bowes for the newest version of the DM400 meter. The quarterly lease rate would be $491.76 per quarter and would include software to generate barcode labels for larger packages.

J. Request to Approve Issuance of a Purchase Order for Willow Street Storm Sewer Relief

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of to for the Willow Street Storm Sewer Relief. This project has been designed to provide addition stormwater drainage to avoid stormwater backup onto private property. Three quotes were received and the lowest was from BMW Builders, in the amount of $12,777. Funds for this project are available in the Collection and Drainage budget.

K. Request to accept bid prices from Bayfield Snow Removal for 2018

Presented for City Council’s consideration is a request to accept the bid prices from Bayfield Snow Removal for the year 2018. The city of Muscatine only received one bid and it was from Bayfield Snow Removal.

L. Request to Approve Issuance of a Purchase order for Fuel Management System

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $12,451 to CPEC for the purchase of FuelMaster System. The current fuel management system used by public works is obsolete and no longer supported by the vendor.

M. Request to Approve Amendment to Transit Joint Participation Agreement

Presented for City Council’s consideration is a request to approve an amendment to the FTA SFY2018 Operating Assistance to include the funding for the conversion van. The Iowa DOT requires that the amendment be authorized.

A. Request to Enter Closed Session Per Iowa Code 21.5.1.j to discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property or reduce the price the governmental body would receive for that property.
