A. Ordinance – Second Reading Amending Title 7 Vehicle and Traffic, Chapter 5 Automated Traffic Enforcement

Presented for City Council’s consideration is the second reading of an Ordinance amending Title 7 Vehicle and Traffic, Chapter 5 Automated Traffic Enforcement.
Due to recent Iowa Supreme Court decisions, it is necessary to amend City Code sections related to automated traffic enforcement. These changes were reviewed with City Council at the November 8, 2018 In Depth meeting.

B. Resolution Approving Development Agreement with NPSW Enterprises, LLC. Authorizing Annual Appropriation Tax Increment Payments and Pledging Certain Tax Increment Revenues to the Payment of the Agreement (Public Hearing A)

C. Resolution Supporting Home Rule

Presented for City Council’s consideration is a resolution in support of the 50th Anniversary of Iowa’s Home Rule. Home Rule continues to be vital to the health and prosperity of all the cities in Iowa by providing the power to make decisions that best fit the community.

D. Resolution Approving Airport Layout Plan

Presented for City Council’s consideration is a resolution to approve the Airport Layout Plan (ALP). This plan will allow for improvements over the next ten years and will allow the airport to conduct cargo operations.

E. Resolution Accepting Completed Work for Public Safety Building

Presented for City Council’s consideration is a resolution accepting completion and authorizing final payment for work performed by Crawford Company on the additional cooling capacity project for the Public Safety building. All work has been completed and approved and a final payment of $8,496.80 is due to Crawford and Company.

F. Resolution Rejecting all Bids for the Muscatine Municipal Airport Hangar Project

Presented for City Council’s consideration is a resolution rejecting all bids received for the Muscatine Municipal Airport Hangar Project. Expected private contributions for the new hangars were not secured and leases do not meet FAA guidelines.

G. Resolution Rejecting all Bids for the Muscatine Municipal Airport Apron Project

Presented for City Council’s consideration is a resolution rejecting all bids received for the Muscatine Municipal Airport Apron Project. This project was to serve the new hangars mentioned in Item 11F.

I. Request to Approve Purchase Agreement for Sale of Surplus Property – Oak Street

Presented for City Council's consideration is a request to approve a purchase agreement for surplus property located at on Oak Street. Staff has negotiated a purchase price of $250 with the adjoining property owners.

J. Request to Approve Purchase Agreement for Sale of Surplus Property – Halstead Street

Presented for City Council's consideration is a request to approve a purchase agreement for surplus property located on Halstead Street. City staff has negotiated a purchase price of $1900 with the adjoining home owner.

K. Request to Approve Purchase Agreement for Sale of Surplus Property - Nebraska Street

Presented for City Council’s consideration is a request to approve a purchase agreement for surplus property located on Nebraska Street. City staff has negotiated a purchase agreement with Habitat for Humanity at a discounted price with the agreement that a single-family home for a qualifying low-income household will be built within one year.

L. Request to Approve Issuance of Purchase Order for Snow Bucket

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Titan Machinery, in the amount of $10,775.00, for the purchase of a snow bucket to be used on the wheel loader. There is $10,500.00 budgeted for this expense.

M. Request to Approve Mississippi Drive Corridor Change Orders

Presented for City Council’s consideration is a request to approve change orders 19 and 34-57 for the Mississippi Drive Corridor project. Approval of these change orders is requested so the construction can continue and the contractor can complete the work.

N. Request to Approve 2018 PCC Patching Contract Change Order

Presented for City Council’s consideration is a request to approve a change order 1 for the 2018 PCC Patching Contract. This project is approximately 80% complete and several items have come up that require additional payments not covered in the original contract. The approval of this change order is requested so the contract can continue.

O. Request to approve installation of Four-Way Stop at 6th and Spring Street

Presented for City Council’s consideration is a request to approve adding a stop sign on the East bound intersection to form a four way stop. An investigation by the engineering division reveals that without proper signage this type of intersection is illegal.

P. Request to Declare Items as Surplus

Presented for City Council’s consideration is a request to approve declaring certain items as surplus and allowing items to be sold by public auction. Proceeds from the sale will be returned to the departments that submitted the items for sale.

Q. Request to Approve Additional Monitoring Well Installation, Monitoring Well Abandonment, and Reporting as Required by Iowa DNR.

Presented for City Council’s consideration is a  Request to Approve Additional Monitoring Well Installation, Monitoring Well Abandonment, and Reporting as Required by Iowa DNR. The City and Barker Lemar have an existing agreement in place to provide annual sampling of the monitoring wells at the Landfill in the spring and fall. Additional monitoring wells were installed under the direction of the Iowa DNR in 2018. This proposal for services will provide the installation of additional sampling wells, measuring devices in the new wells and additional sampling as required by the Iowa DNR.

S. Request to Approve Issuance of Purchase Order for All Terrain Vehicle for Landfill

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to K Motorsports, in the amount of $13,174.00, for the purchase of a four wheel drive all terrain vehicle to be used at the landfill. There is $15,000 budgeted for this expense.
