A. Ordinance – Third and Final Reading of an Ordinance Amending Title 7 Vehicle and Traffic, Chapter 5 Automated Traffic Enforcement

Presented for City Council’s consideration is the third and final reading of an Ordinance amending Title 7 Vehicle and Traffic, Chapter 5 Automated Traffic Enforcement.
Due to recent Iowa Supreme Court decisions, it is necessary to amend City Code sections related to automated traffic enforcement. These changes were reviewed with City Council at the November 8, 2018 In Depth meeting.

B. Resolution Setting Public Hearing concerning the Declaration of Real Estate as Surplus Property and Offering Said Real Estate for Sale

Presented for City Council’s consideration is a resolution setting a public hearing on January 4th, 2019 at 7:00 P.M. to declare five parcels of city owned property as surplus and offer said real estate for sale.

C. Resolution Accepting Final Plat of Gander Ridge Phase II Subdivision

Presented for City Council’s consideration is a resolution accepting the final plat of Gander Ridge Phase II Subdivision. The final plat has been reviewed and is recommended for approval by the Planning and Zoning Commission.

D. Resolution Approving the Official Pay Plan for Non-Union Employees of the City of Muscatine, Iowa Effective January 1, 2019.

Presented for City Council’s consideration is a resolution amending the pay plan to reflect the changes from Solid Waste manager to Solid Waste and Sewer System Manager.

F. Request to Enter into Contract with Shive-Hattery for the Design of Park Avenue Reconstruction and 4 to 3 Lane Conversion Project

Presented for City Council’s consideration is a request to enter into a contract with Shive-Hattery in an amount not to exceed $157,000, for the design of the Park Avenue Reconstruction Project.

G. Request to Submit Grant Request Letters and TSIP Agreement for the Park Avenue Reconstruction and 4 to 3 lane Conversion Project

Presented for City Council’s consideration is a request to approve the submission of Grant Request letters and TSIP Agreement for Park Avenue Lane Conversion Project and execution of agreement with IDOT to obtain the awarded funds for this project.

H. Request to Approve Change Order 002 and 003 for the West hill Sewer Separation Phase 4A Project.

Presented for City Council’s consideration is a request to approve change order 002 and 003 for the West Hill Sewer Separation Phase 4 A Project. These change orders are for payment of additional utility service line work that had to be completed, as well as a credit for a change in manhole construction.

I. Request to Enter into Professional Services Agreement to Design 2nd Street Reconstruction Project

Presented for City Council’s consideration is a request to enter into a Professional Services Agreement with Bolton & Menk for the Design of the 2nd Street Reconstruction Project. With the Success of the Mississippi Drive Project, the City has planned to improve the downtown area with some of the same elements used on Mississippi Drive.

J. Request to Approve Issuance of Purchase Order for Grandview Ave ROW and Legal Descriptions

Presented for City Council’s Consideration is a request to approve the issuance of a purchase order to Martin & Whitacre, in an amount not to succeed $22,000.00, for the ROW Survey and legal descriptions for the Grandview Avenue Project

K. A Motion for Reconsideration of a Motion Brought Forward at the December 18th, 2018 Special Council Meeting.

Presented for City Council's consideration is a request to reconsider a motion brought forward at the December 18th, 2018, Special Council Meeting. Councilmember Harvey would make the following motion to approve a 1% merit increase for the City Administrator for 2018, with a follow up evaluation April 18, 2019.

A. Request to Enter Closed Session Per Iowa Code 21.5.1.j to discuss the purchase or
sale of particular real estate only where premature disclosure could be reasonably
expected to increase the price the governmental body would have to pay for that
property or reduce the price the governmental body would receive for that property.
