This public hearing concerns the Plans, Specifications, Form of Contract, Cost Estimates and Bid Opening Date for the Houser and Fulliam Street Roundabout

B. Proposed Amendment #1 to the 2018/2019 City Budget.

This public hearing concerns proposed Amendment #1 to the City Budget for the Fiscal Year Ending June 30, 2019. This resolution will amend the 2018/2019 budget to the revised estimate amounts considered by the City Council during the budget review process. This includes amending both revenues and expenditures to the currently estimated amounts. Amendments also reflect updated capital project construction schedules.

Now is the time for the public to comment.

C. Proposed Adoption of Budget and Certification of Taxes for Fiscal Year 2019/2020

This public hearing concerns the proposed Adoption of the City’s Budget and Certification of Taxes for Fiscal Year 2019/2020. The amounts included in the public hearing notice and budget adoption resolution reflect the budget amounts approved by City Council during their budget review sessions and are in the format required by the State of Iowa. The final budget documents must be filed with the state on or before March 15th of each year. Prior to any formal action by City Council, a public hearing is required.

Presented for City Council’s consideration is a resolution accepting the final completed work performed by Illowa Investments, Inc. under the Kent Stein park to Deep lakes Park Trail Project and authorizing the final payment to close out the Contract. All work under the contract has been completed and approved and accepted by the City Engineer, and appears to meet the requirements of the plans and specifications.

E. Resolution Setting Public Hearing on Increased Utility Franchise Fee

Presented for City Council’s consideration is a resolution setting public hearing for March 21, 2019 at 7:00 p.m. regarding an increase in the Utility Franchise Fee for Interstate Power and Light.

F. Resolution Approving and Adopting a Revenue Purpose Statement for the Use or Expenditure of Revenues from Natural Gas Franchise Fee

Presented for City Council’s consideration is a Resolution approving and adopting a revenue purpose statement for the use or expenditures of revenue from natural gas franchise fee. Pursuant to the provisions of Iowa Code, before the City adopts or amends a franchise fee rate ordinance to increase the percentage rate at which franchise fees are assessed, the City shall prepare a Revenue Purpose Statement Specifying the purpose for which the revenue collected from the increased rate will be expended.

G. Resolution Setting Public Hearing for the 2020 Annual Plan and Amendments to the Section 8 Housing Choice Voucher Administrative Plan and the Public Housing Admissions and Continued Occupancy Policy.

Presented for City Council’s consideration is a resolution setting a public hearing for the 2020 Annual Plan and amendments to the Section 8 Housing Choice Voucher Administrative Plan and the Public Housing Admissions and Continued Occupancy Policy. Per Regulation a public comment period including a public hearing is required prior to adoption of the annual plan and policy amendments.

H. Resolution Approving Amended Development Agreement with TIF Oak Park, Inc.

Presented for City Council's consideration is a resolution approving an amended Development Agreement with TIF oak Park, Inc.  The original agreement provided that the development would be substantially completed by no later than December 31, 2019.  The amended agreement extends the completion date to December 31, 2020.

I . Request for Approval of Letter of Understanding with Bohnsack & Frommelt LLP

Presented for City Council’s consideration is a request to approve a Letter of Understanding with Bohnsack & Frommelt LLP for the Fiscal Year 2018-2019 Audit. Audit procedures require that a Letter of Understanding be signed by the Auditor and the City each year documenting responsibilities for specific areas of the audit.

J. Request to Approve Issuance of Purchase Order for Papoose Pump #3 Rebuild.

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $76,458.00, to Zimmer and Francescon, Inc. for the rebuild of Papoose #3 Pump and purchase of new impeller for the #3 pump.

K. Request to Approve Issuance of Purchase Order for Lab BOD Incubator Purchase

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $6,935.77, to Midland Scientific, for the purchase of a new VWR Peltier Biochemical Oxygen Demand Incubator.
