A. Public Hearing Regarding Proposed Amendment to Title 8, Chapter 7 of the City Code, Building Regulations, Mechanical Code

This public hearing concerns an amendment to the Mechanical Codes for the City of Muscatine. The Iowa Department of Public Health has adopted new codes and to stay in compliance with state law the City must adopt the new standards.

Now is the time for the public to comment.

B. Public Hearing Regarding Proposed Amendment to Title 8, Chapter 9 of the City Code Building Regulations, Plumbing Code

This public hearing concerns an amendment to the Plumbing Codes for the City of Muscatine. The Iowa Department of Public Health has adopted new codes and to stay in compliance with state law the City must adopt the new standards.

Now is the time for the public to comment.

C. Public Hearing Regarding Proposed Amendment to Title 10, Chapter 4, Section 11 of City Code

This public hearing concerns amending Title 10, Chapter 4, Section 11 of City Code. The Iowa Department of Natural Resources has requested that the City of Muscatine add six definitions to the City’s floodplain management regulations.

Now is the time for the public to comment.

A. Ordinance Amending Title 8, Chapter 7 of the City Code, Building Regulations, Mechanical Code (public hearing A)

Presented for City Council’s consideration is the first reading of an Ordinance on the proposed amendment to Title 8, Chapter 7 building regulations, mechanical code. The Iowa Department of Public Health has adopted new codes and to stay in compliance with state law the City must adopt the new standards.

D. Resolution Setting Public Hearing Regarding the Proposed Ordinance Amendment to Title 10, Chapter 27, Section 8, of the City Code

Presented for City Council’s consideration is a resolution setting a public hearing for August 15, 2019 at 7:00 pm in the City Hall Council Chambers for an ordinance amending Title 10, Chapter 27, Section 8 of City Code, Standards for All Parking Lots, Garages, Drive Lanes, and Driveways.

E. Resolution Setting Public Hearing Concerning the Declaration of Property as Surplus and Offering Said Real Estate for Sale

Presented for City Council’s consideration is a resolution setting a public hearing on August 15, 2019 at 7:00 pm concerning the declaration and sale of property located at 405 Van Horne Street. The adjoining property owners have made an offer of $3,000 to the City for the purchase of this property.

F. Resolution approving Contract and Bond for the 2019 Asphalt Alley Maintenance Project

Presented for City Council’s consideration is a resolution approving the Contract and Bond for the 2019 Asphalt Alley Maintenance Project. Public Works Department compiled a list of alleys to be asphalt overlaid and bids were received. The bid was awarded to Taylor Ridge Paving and Construction. City Staff recommends the approval of Contract and Bond to allow for the start of the project.

G. Request to Approve Purchase of Watchguard Video System for the Police Department

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Watchguard Video Systems in the amount of $142,105.00 for the replacement of squad car video equipment and expansion of system to include body worn cameras. There is $148,000 budgeted for this purchase.

H. Request to Approve the Purchase of Eight 2 ½” Nozzles for the Fire Department

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Dinges Fire Company, in the amount of $5,737.60, for the purchase of eight 2 1/2” nozzles to replace the out of service nozzles. There is $8,300.00 budgeted for this purchase.

I. Request to Approve the Purchase of a Power-Pro XT & MTS Power Load for use in the Ambulance

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Klocke’s Emergency Vehicle in the amount of $43,760.00 for the purchase of a MTS Power Load (Power Assist Loading System) & Power-Pro XT (Battery Powered Cot). There is $47,000 budgeted for this purchase.

J. Request to Approve the Purchase of a Power Stairchair

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Boundtree in the amount of $6,866.44 for the purchase of an EZ-Glide battery powered Stairchair with Powertraxx for power assist of moving patients. There is $7,300.00 budgeted for this purchase.

K. Request to Approve Memorandum of Understanding for Justice Assistance Grant (JAG)

Presented for City Council’s consideration is a request to approve and sign a Memorandum of Understanding for Justice Assistance Grant (JAG). The Department of Justice has tentatively awarded $18,879.00 to be shared between the Muscatine Police Department, Muscatine Drug Task Force and Muscatine Sheriff’s Department.
