A. Ordinance Amending Title 1 Administrative, Chapter 10 Section 2(E)(1)(b) City Officers and Employees.

Presented for City Council’s consideration is the third and final reading of an Ordinance amending Title 1, Chapter 10, Section 2, (e)(1)(b) City Officers and Employees.

B. Ordinance Concerning Right of Way Vacation – Brier Street and Adjoining Alley

Presented for City Council’s consideration is the second reading of an Ordinance vacating right of way for Brier Street and portions of the adjoining Alley. Brier Street no longer serves an interest to anyone beyond the adjoining property owner.

Is there a motion to approve the second reading of this Ordinance as submitted?

C. Ordinance Concerning Right of Way Vacation – Hancock Street and Lake Park Boulevard

Presented for City Council’s consideration is the second reading of an Ordinance vacating right of way located on Lake Park Blvd and Hancock Street adjacent to 922 Hancock Street. The adjoining land owners plan to purchase the property from the City to use for their business.

Is there a motion to approve the second reading of this Ordinance as submitted?

D. Resolution Setting a Date for Public Hearing on Urban Renewal Plan Amendment

Presented for City Council’s consideration is a Resolution setting a public hearing for the Urban Renewal Plan Amendment. This amendment will update the description of the Downtown Street Improvements Project and facilitate the undertaking of new urban renewal projects in the urban renewal area consisting of Musco Lighting TIF and the use of TIF funds to fund small business forgivable loans in blighted areas for code compliance.

E. Resolution Approving Contract Award for 2019 Asphalt Alley Overlay Project

Presented for City Council’s consideration is a Resolution awarding the Asphalt Alley Overlay Project Contract to Taylor Ridge Paving and Excavating. Four bids were received and the lowest responsible bid was Taylor Ridge Paving and Excavating in the amount of $96,799.10. The engineers estimate for this project was $100,000.00.

F. Request to Approve Issuance of Purchase Order for Air Permits and Study

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Stanley Consultants, in the amount of $15,600, for the air permit assistance and study. This cost will be added to the HSW project.

G. Request to Approve the Issuance of a Purchase Order for the Purchase and Installation of 3 VFD’s (variable frequency drive)

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Primex, in the amount of $56,630.00, for the purchase and installation of three VFDs at the Papoose lift station. The current VFDs are 25 years old and are no longer supported by the manufacturer. Three bids were received with the low bid being from Primex. There is $100,000.00 budgeted for this expense.

H. Request to Approve the Issuance of a purchase order for a One-Ton Dump Truck for Collection & Drainage

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Krieger Motors, in the amount of $49,486.00, for a 2020 Chevrolet 3500 four-wheel drive dump with stainless steel dump bed and tool boxes. Seven bids were received with Krieger’s being the low bid. There is $45,000.00 budget for this purchase. The remaining amount will be paid through savings in other areas of the budget.

I. Request to Approve Issuance of a Purchase Order for Animal Control Transport Unit

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Custom Fiberglass Coaches, in the amount of $12,570.00, for the purchase of an animal control transport unit. There is $15,000.00 budgeted for this purchase.

J. Request to Approve Change Order Number 2 for the High Strength Waste Project

Presented for City Council’s consideration is a request to approve Change Order #2 for the HSW project. This change order would add four items including redirection of sanitary sewer line, recycle center dedicated water line upgrade, ADA parking spot paint striping and extra paving for customer parking. The total for these four items is $35,642.86.

K. Request to Remove Traffic Signals at 8th and Broadway

Presented for City Council’s consideration is a request to remove traffic signals at the intersection of 8th street and Broadway. With the upcoming construction on the West Hill Sewer Separation the lights will need to be removed. Staff recommends replacing signals with all way stop signs. The Muscatine traffic committee is in support of this proposal.

L. Request to Accept Responses to the Carver Corner Redevelopment Request

Presented for City Council’s consideration is a request to: Accept responses to the Carver Corner Redevelopment Request for Proposals, To Designate Merge Urban Development Group as the Preferred Developer, Authorize Staff to Negotiate a Development Agreement for City Council Consideration, and to enter into Negotiations for the Acquisition of Property.
