A. Ordinance Amending the Zoning Ordinance of the City of Muscatine, Iowa

Presented for City Council’s consideration is the Second reading of an Ordinance amending the Zoning Ordinance of the City of Muscatine, Iowa, to rezone 32.78 acres of land located at the southeast corner of the U.S. Bypass & Mittman Road intersection from Agriculture Development to M-1 Light Industrial. This zoning change would allow for the development of a Love’s Travel Stop & Country Store at this location.

B. Resolution Approving the Plans, Specifications, Form of Contract and Cost Estimate for the 2nd Street Reconstruction Project

Presented for City Council’s consideration is a Resolution to approve the plans, specifications, form of contract, cost estimate and setting a bid opening date for the 2nd Street reconstruction project. A public hearing regarding this project was held at the November 21, 2019 Council Meeting.

C. Request to Accept the City’s Comprehensive Annual Financial Report and Audit for the Year Ended June 30, 2019.

E. Request to Approve Amendment to City of Muscatine Purchasing Manual/Policies for Procurement Under Federal Grants

Presented for City Council’s consideration is a request to approve an amendment to the City of Muscatine Purchasing Manual/Policies for Procurement Under Federal Grants. City staff has been working with FEMA and the Iowa Homeland Security staff for the 2019 flood damage assessment and they are requiring that certain provisions of the federal procurement standards be included in each government's procurement policies and that those policies reference the specific section of Title 2 of the Code of Federal Regulations.  The attached amendment to the City's purchasing policies for Procurement Under Federal Grants will satisfy the requirements of the federal grant program.

F. Request to Approve the Issuance of a Purchase Order for Ambulance

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Foster Coach in the amount of $85,591.00 for the purchase of a 2019 Type II ambulance. Two bids were received with only one meeting the specifications and needs for the Department. There is $85,000.00 in the budget for this purchase and the remaining $591.00 will be absorbed in the ambulance operating budget.
