A. Resolution Approving Voluntary Annexation Request 

Presented for City Council's consideration is a Resolution approving a voluntary annexation request from MVAH for 4.56 acres of land located on the 400 block Colorado Street.

B. Ordinance Approving Zoning Change – Grandview Senior Lofts

Presented for City Council’s Consideration is the third and final reading of an Ordinance Amending the Zoning Ordinance of the City of Muscatine, Iowa. This Ordinance will rezone 7.59 acres located on the north side of Grandview Avenue from M-1 Light Industrial and R-2 Single Family Residential to R-6 Multi Family Residential. The applicant has requested this rezoning to enable the construction of a 51-unit multi family dwelling for low- and moderate-income seniors.

Is there a motion to adopt this ordinance on third and final reading and direct for its publication as required by law?

C. Ordinance Approving Zoning Change – Colorado Senior Lofts

Presented for City Council’s consideration is the third and final reading of an Ordinance Amending the Zoning Ordinance of the City of Muscatine, Iowa. This Ordinance will rezone 4.56 acres located in the 400 block of Colorado Street from M-3 Multi-Family Residential (Muscatine County Zoning District) to R-6 Multi Family Residential (City of Muscatine Zoning District.) The applicant has requested this rezoning to enable the construction of a 51-unit multi family dwelling for low- and moderate-income seniors.

D. Resolution Setting the Date for three Public Hearings on Proposals to Enter into three General Obligation Corporate Purpose Loan Agreements.

Presented for City Council’s consideration is a Resolution setting three public hearings for March 5, 2020 on the proposal to enter into General Obligation Corporate Purpose Loan Agreements.

E. Resolution Setting Public Hearing Concerning the Proposed Property Tax Levy for Fiscal Year 2020/2021

Presented for City Council’s consideration is a Resolution setting a public hearing for March 5, 2020 concerning the proposed property tax levy for fiscal year 2020/2021. Senate file 634 requires all cities to pass a resolution establishing their maximum property tax dollars for certain levies prior to adoption and certification of the final budget.

F. Resolution Setting Public Hearing for the Digester Rehabillitation Project

Presented for City Council's consideration is a Resolution setting a public to consider the plans and specifications for the Digester Rehabilitation Project.  This public hearing will be held on March 5, 2020 at 7:00 P.M.

J. Resolution Authorizing the Assessment of Unpaid Nuisance Abatement Costs to Private Properties

Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs to private properties. The nuisance abatement costs total $3,568.82, the administrative fees are $525.00, and the assessments fees are $1,000.00. The total fees being requested for assessment at this time total $5,093.82.

K. Resolution to Approve Contract and Bond for the 2nd Street Reconstruction Project

Presented for City Council’s consideration is a resolution approving the Contract and Bond with KE Flatworks for the 2nd Street Reconstruction Project.

L. Request to Approve Settlement Agreements for Violation of Iowa Code Section 453A.2 (Selling Tobacco to a Minor)

Presented for City Council’s consideration is a request to approve settlement agreements for violation of Iowa Code Section 453A.2 (selling tobacco to a minor). Settlement agreements were received from Loos, Inc.,Super Saver Liquor of Muscatine, Moe's Mart #17, Midwest Glass Gallery, and Kum & Go #438. The civil penalty of $300 has been paid by each store.

M. Request for Authorization to Submit Grant Request to DHS AFG

Presented for City Council’s consideration is a request to apply for a grant through the Department of Homeland Security for new Self-Contained Breathing Apparatus. The grant opened up on February 3, 2020 and closes March 13, 2020. The anticipated cost of purchasing 40 SCBA packs and face pieces are $425,000. If awarded and if the City would accept the grant, the City’s 10% match would be approximately $42,500.

N. Request to Approve the Issuance of a Purchase Order for Struvite Reducer

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $29,270.00, to HydroFlow Midwest for the purchase and installation of the Hydroflow 190i unit. A successful pilot study of the unit has been completed and purchasing the unit is recommended. This will be paid for from overall Capital Outlay allocation in the Plant Operation Budget which has $91,000 remaining. There were no other manufacturers of this technology for this application.

O. Request to Approve the Issuance of a Purchase Order for BOD Incubator

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $6,590.14, to Midland Scientific, Inc. for the purchase of a new Peltier BOD Incubator to replace an aging unit. Two bids were received with Midland being the low bid. There is $7,700.00 budgeted for this purchase.

P. Request to Limit on Street Parking on Geneva Drive and Middle Road

Presented for City Council's consideration is a request to implement alternate side of the street parking on Geneva Drive and Middle Road. The Muscatine Traffic Committee has received multiple request for action regarding parking on both sides of the street on Middle Road and Geneva Drive.  Alternate side of street parking will  allow for better access for public service vehicles.

It is recommended bills totaling $4,111,227.47, which includes receipt summaries and journal entries for December 2019, be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same.
