A. Public Hearing on Amendment #1 to the FY 2019/2020 Budget

This public hearing concerns the first amendment to the FY 2019/2020 Budget. This resolution will amend the budget to the Revised Estimate amounts considered by City Council during the 2020/2021 budget review process. This includes amending both the revenues and expenditures to the currently estimated amounts. Amendments also reflect updated capital project construction schedules.

B. Public Hearing on FY 2020/2021 Budget

This public hearing concerns the adoption of the budget and certification of City taxes for the 2020/2021 fiscal year. BUDGET PRESENTATION

C. Public Hearing on Declaring Certain Real Property as Surplus 

This public hearing concerns the declaration of City owned property as surplus and the possible sale of said property. This property is approximately 29.99 acres of land on 41st Street in the unincorporated Muscatine County. Muscatine has had no active use for these parcels for a number of decades.

A. Resolution Approving Amendment #1 to the 2019/2020 City Budget
(Public Hearing A)

D. Resolution Authorizing the Assessment of Unpaid Nuisance Abatement Costs to Private Properties

Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs to private properties. The nuisance abatement costs total $5,168.15, the administrative fees are $775.00, and the assessment fees are $1,200.00. The total fees being requested for assessment at this time total $7,143.15.

E. Resolution Setting a Public Hearing on a Request to Vacate a Portion of Alley Right of Way

Presented for City Council’s consideration is a Resolution setting a public hearing for April 2, 2020 regarding a request to vacate a portion of alley right of way located in Block 29.

F. Resolution Approving the Final Plat of Grandview Subdivision

Presented for City Council’s consideration is a Resolution approving the final plat of Grandview Subdivision. This is a three-lot subdivision located at 1700 Grandview Avenue. Staff recommends approval of the proposed subdivision to bring the parcel lines into line with the way the land is being used.

G. Request to Approve No Left Turn Signs at the Intersection of Houser and Fulliam Streets

Presented for City Council's consideration is a request to approve the installation of no left turn signs at the intersection of Fuller and Houser Streets.  Staff recommends that signs be purchased from Iowa Prison Industries.  This item will be paid for out of the Traffic Control Budget.

H. Request to approve Issuance of Purchase Order for Police K-9

Presented for City Council’s consideration is a Request to approve the issuance of a purchase order to Vohne Liche Kennels, Inc in the amount of $17,255.00 for the purchase of a dual-purpose K-9 and 6 weeks of handler training. The cost will be absorbed within the Police Department’s existing budget.

I. Request to approve Intergovernmental Transfer of Public funds Agreement?

Presented for City Council’s consideration is a request to approve Intergovernmental Transfer of Public Funds Agreement between the Iowa Department of Human Services and the City of Muscatine, Iowa. This is a necessary component for our participation in the Ground Emergency Medical Transport Program.
