A. Third and Final Reading of Ordinance Correcting a Drafting Error in Section 10-22-1(B)(5)(b) of City Code

Presented for City Council’s consideration is the Third and final reading of an Ordinance correcting a drafting error in section 10-22-1(B)(5)(b) regarding the maximum fence height in the portion of the street side yard that is less than six feet from the public right of way.

Is there a motion to adopt this Ordinance and to direct for its publication as required by law?

B. Third and Final Reading of an Ordinance Vacating a Portion of the Cypress Street Right of Way

Presented for City Council’s consideration is the second reading of an Ordinance vacating a portion of the Cypress Street and Alley (Brier Street) right of way adjacent to 1001 2nd Street. If this vacation is approved this property will be transferred to the adjoining property owner.

Is there a motion to adopt this Ordinance and to direct for its publication as required by law?


C. Resolution Conveying Vacated Right of Way to the Adjoining Property Owner

Presented for City Council’s consideration is a Resolution approving the conveyance of vacated property (a portion of the Cypress Street right of way adjoining to 1001 2nd Street) to the adjoining property owner, Warren Poole. The right of way being proposed serves no useful purpose to the City of Muscatine.

D. Resolution Awarding Contract for Park Avenue 4 to 3 Lane Conversion Project

Presented for City Council’s consideration is a Resolution approving the award of contract for the Park Avenue Lane Conversion Project to Manatts, Inc. in the amount of $1,974,476.07. The DOT tabulated the three bids received and sent the results to the City of Muscatine with Manatts being the low bid. The Iowa DOT is funding $1,297,811.11, with the remaining being paid for by MPW ($100,370.70) and the City of Muscatine ($576,294.26)

E. Resolution Approving Transfer of the Fixed Base Operator Lease for the Muscatine Municipal Airport

Presented for City Council's consideration is a Resolution approving the transfer of the fixed base operator lease for the Muscatine Municipal Airport from Carver Aero Inc, to Caver Aero LLC.

F. Request to Approve Waiver of Match Requirement for Code/Accessibility Loan

Presented for City Council’s consideration is a Request to approve a waiver of match requirement for code/accessibility loan for Miss Louise’s School of Dance.

Request to Approve Change Orders 009 and 010 for 2nd Street and Mulberry Roundabout Project

Presented for City Council’s consideration is a Request to approve change orders 009 and 010 for the 2nd Street and Mulberry Roundabout Project. These change orders totaling $17,219.20 are for unforeseen underground conflicts causing extra work to be done to put in new water main material for the storm sewer, and to relocate a section of electrical duct bank.

H. Request to Approve Issuance of a Purchase Order for Oak Park Subdivision Sidewalk

Presented for City Council’s consideration is a Request to approve a Purchase Order in an amount not to exceed $5,580.00, to a local contractor for the construction of a 150-foot section of sidewalk from Oak Park Subdivision to 5th Avenue. The developer has agreed to reimburse the City $2780.00 of the cost. There are funds remaining in last fiscal year’s Roadway Maintenance account to cover this $2800.00.

I. Request to Approve Issuance of a Purchase Order 2020 Paint Striping

Presented for City Council’s consideration is a Request to approve the issuance of a purchase order to Ostrom Painting and Sandblasting, Inc. in the amount of $67,954.47, for the 2020 Paint Striping of City Streets. Two bids were received with Ostrom Painting and Sandblasting, Inc. being the lowest bid. There is $68,000.00 budgeted for this project in the Traffic Control Improvement Repair Services budget.

J. Request to Approve Change Orders 001-003 for West Side Trail Project

Presented for City Council’s consideration is a request to approve change orders 001-003 for the West Side Trail Project. The three change orders being considered are for items encountered during the construction of the portion of the trail that is complete. The reduction in cost for this change order is $30,720.20.

K. Request to Approve 2020 Pavement Crushing

Presented for City Council’s consideration is a Request to approve the award of the 2020 Pavement Crushing to Bushman Excavating in the amount of $75,000. Bushman Excavating was the only bid received. The Estimated amount was $75,000 and will be paid for out of Roadway Maintenance, other improvements.

L. Request to Approve the Issuance of a Purchase Order for the Replacement of Transfer Station Pump

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to ALL Equipment, in the amount of $5890.00, for the purchase of a replacement pump for the Transfer Station. All Equipment is the only dealer for the Weil Pumps that are used at the Transfer Station. Funds for this purchase will come out of the FY 2021 Transfer Station Operating Budget.

Presented for city Council's consideration is a request to approve the transfer of the Airport Manager's Agreement from Carver Aero Inc. to Carver Aero LLC.

N. Request to approve a directive for the City Attorney to draft a contract between the City of Muscatine and Carol Webb for the City Administrator Position

It is recommended bills totaling $3,489,950.72, which include receipt summaries and journal entries for May 2020,  be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
