Annexation
Voluntary Annexation - Parkview Condominiums and Irish Ivy Subdivision.  The Parkview Condominium Association and the Irish Ivy Subdivision have signed voluntary annexation agreements with the City of Muscatine. Staff is starting the process to annex these adjoining areas, inclusive of a small parcel of real estate that has been improved as a part of the city’s trail system. The Commission is requested to discuss and determine if an on-site viewing should be scheduled in advance of further action.

Voluntary Annexation - City of Muscatine - Municipal Airport Property - 2 Parcels - 47 Acres. Approximately 47 acres of real estate, owned by the City of Muscatine and located on Muscatine Municipal Airport property, was acquired over the last several years as a part of the Building Restriction Line (BRL) program through the FAA. Staff is starting the process to annex these city owned parcels into the City of Muscatine. The Commission is requested to discuss and determine if an on-site viewing should be scheduled in advance of any further action.

Voluntary Annexation - R.L. Fridley Theatres, Inc. - 2.810 Acres - Mulberry Avenue and U.S. Hwy 61 ByPass. Charles Coulter, Attorney representing R.L Fridley Theatres, Inc. has filed an application for the voluntary annexation of a 2.8 acre parcel located in the vicinity of the Mulberry Avenue/US 61 ByPass intersection. Staff will present preliminary information to the Commission regarding this application and the process for review and consideration of the request. The Commission is requested to discuss and determine if an on-site viewing should be scheduled in advance of further action.

Zoning

R-1, Single Family to S-3, Mixed Use – R. L. Fridley Theatres, Inc., 15.029 Acres – Attorney Charles Coulter – Mulberry Avenue and US Hwy 61 ByPass. Attorney Charles Coulter, representing R. L. Fridley Theatres, Inc. has submitted a Preliminary Development Plan in support of the company’s request to rezone the R-1, Residential property by extending the S-3 Mixed Use Zoning District located east of Mulberry Avenue to a 15.029-acre tract of real estate located west of Mulberry Avenue. The Commission is requested to discuss and determine if an on-site viewing should be scheduled in advance of further consideration on this request.

Subdivision

Cobblestone Hills Subdivision - 3 Lot Preliminary Plat - 26.9 Acres - Off Cobblestone Drive - RL Zoning - Cobblestone Ridge Homes, LLC and Oak Creek Development, Inc.  Gary Whitacre of Martin & Whitacre Surveyors & Engineers, Inc. has submitted a Preliminary Plat for Cobblestone Hill, a 3-lot subdivision located off Cobblestone Drive. If approved, the developer intends to construct residential structures on Lot 1. Lot 2 would be held for future development, and Outlot A would continue to serve as a storm water detention basin. The Commission is requested to discuss and determine if an on-site viewing should be scheduled in advance of further action on this request.

Schmidt’s South Subdivision – Preliminary/Final Plat – 2 Lots – 4.627 Acres – George E. and Mary A. Schmidt – 5900 Block of South Hwy 61. Gary Whitacre of Martin & Whitacre Engineers and Surveyors has submitted a combined Preliminary/Final Plat for Schmidt’s South Subdivision. The proposed 2-lot subdivision contains 4.627 acres of real estate that is currently developed with an existing business (The Good Earth Restaurant) on Lot 2 and their personal residence located on Lot 1. If approved, the subdivision will permit the Schmidt’s to sell their restaurant and retain ownership of the dwelling. Since the subdivision crosses the corporate limit line of the city, it will also involve a review and approval by Muscatine County. The combined preliminary/final plat is requested since the proposal does not require any public improvements. The Commission is requested to discuss and determine if an on-site viewing should be scheduled in advance of further action on this request.

Other Business

Comprehensive Plan Update – Andrew Fangman. City Planner Andrew Fangman will present Commissioners with the status of the Comprehensive Plan Update. A discussion will follow with the opportunity for Commissioners to provide input and suggestions regarding the update effort and adoption timeline.

Subdivision Ordinance Amendment – Andrew Fangman. The Commission will discuss and comment on the proposed changes to the subdivision regulations intended to insure all public improvements are installed in accordance with the subdivision development approvals.
