    The following items are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda.

      3. Request from Geneva Golf & Country Club to Dispense Fireworks 

        Presented for City Council’s consideration is a request from the Geneva Golf & Country Club to dispense fireworks on Saturday, August 11, 2012, in conjunction with their Family Day event. J&M Displays has been hired to conduct the fireworks. They have worked at the club for a number of years and have been used under other venues in the community. City Council has approved past requests with the stipulation public notice be provided two to five days prior to the event by radio and newspaper. 

      4. Request from Muscatine Boxing Club for Closure of Alley #1 

        Presented for City Council’s consideration is a request to close Alley #1 to through traffic on May 19, 2012 from 3 to 10 p.m. and May 20, 2012 from 11 a.m. to 6 p.m. for the Junior Olympics Boxing Tournament. The event itself will take place on private property owned by Tom and Ann Meeker. Businesses on this block will be given access to their buildings as needed.

    1. Proposed Tree Obstruction Project at the Municipal Airport

      This public hearing concerns the proposed Tree Obstruction Project at the Municipal Airport. In 2005 the building restriction line was moved out as a result of the new Instrument Landing System (ILS) for which the city purchased a 26 acre strip of land between Runway 24 and Highway 61 from the Iowa Department of Transportation. There are trees existing on this property that need to be removed for safety reasons. It is the city’s intent to convert the area to agricultural use once the trees have been removed. Funding for the project is $81,000 including the local match. Prior to any formal action by City Council, a public hearing is required.

      Now is the time for the public to comment.

    1. Second Reading of an Ordinance Providing for the Division of Taxes Levied on Taxable Property in the May 2012 Addition to the Consolidated Muscatine Urban Renewal Area 

      Presented for City Council’s consideration is the second reading of an ordinance providing for the division of taxes levied on taxable property in the May 2012 Addition to the Consolidated Muscatine Urban Renewal Area. Certain real property situated in the Consolidated Muscatine Urban Renewal Area was designated as a “tax increment district”. The city is now interested in increasing the size of the “tax increment district” by adding additional property that is related to the abovementioned development project.

    2. Resolution Approving the Plans, Specifications, Form of Contract, Cost Estimate and Setting the Bid Opening Date for the Tree Obstruction Project at the Municipal Airport 

      Is there a motion to adopt the resolution approving the plans, specifications, form of contract, cost estimate and setting the bid opening date for the Tree Obstruction Project at the Municipal Airport? 

    3. Resolution Approving the Contract and Bond for the West Hill Sewer Project – Phase I 

      Presented for City Council’s consideration is a resolution approving the contract and bond for the West Hill Sewer Project – Phase I. City Council took action at its April 19, 2012 meeting to award the contract for this project to Langman Construction in the amount of $3,688,235.27. It is staff’s recommendation that City Council now take action to approve the contract and bond.

    4. Resolution Setting a Public Hearing on the Mad Creek Sewer Extension Project 

      Presented for City Council’s consideration is a resolution setting a public hearing on the Mad Creek Sewer Extension Project. The Clearview Mobile Home Court is under a court order to modify the existing failing lagoon system to meet regulations. The city has proposed extending the Mad Creek gravity sewer from Park Avenue West to Clearview. Prior to any formal action by City Council, a public hearing is required. This public hearing will be Thursday, May 17, 2012, at 7 p.m.

    5. Resolution Endorsing Muscatine Municipal Airport Projects for Fiscal Year 2013 and Certifying the Availability of Matching Funds 

      Presented for City Council’s consideration is a resolution endorsing Muscatine Municipal Airport Projects for Fiscal Year 2013 and certifying the availability of matching funds. State of Iowa airport funding through the Iowa Department of Transportation requires that cities take action to officially endorse airport improvement projects and state they have local matching funds available to meet the 15% local share. This action does not commit the city to move forward at this time. As with other airport projects, City Council must specifically approve each project grant agreement during the respective fiscal year it is programmed and following a state and/or federal determination that funding is available.

    6. Resolution Awarding General Obligation Corporate Purpose and Refunding Bonds Series 2012 

      Presented for City Council’s consideration is a resolution awarding $4,715,000 in General Obligation Corporate Purpose and Refunding Bonds Series 2012. Projects funded from the bond issue include the Clay Street Bridge Project, Cedar Street Phase I, Hershey Avenue Improvements, Colorado Street Improvements Phase I, South End Fire Station, Mad Creek Levee, and various improvements at the airport. This issue will also refund the final year of principal payments on the city’s Series 2003A General Obligation bond issue that will result in an estimated $4,800 savings in interest costs.

    7. Resolution Setting Public Hearing on Amendment #2 to the 2011/2012 City Budget 

      Presented for City Council’s consideration is a resolution setting a public hearing on Amendment #2 to the 2011/2012 city budget. In March 2012 City Council approved the first amendment to the 2011/2012 budget. This second amendment includes additional proposed amendments since that time. This proposed amendment will increase total budgeted expenditures for the city by $945,360 with budgeted transfers to increase by $104,000 for a total expenditure change of $1,049,360. City budgeted revenues are proposed to be amended by $574,600 which includes $104,000 of funding transfers in. Prior to any formal action by City Council, a public hearing is required. The public hearing will be held on Thursday, May 17, 2012, at 7 p.m.

    8. Request to Approve Purchase of Road Rock Salt 

      Presented for City Council’s consideration is a request to approve the purchase of road rock salt. A total of four bids were submitted with the low bid from Morton Salt Inc. in the amount of $58.59 per ton. The city and county will split one barge load (1,500 tons) of salt. There is $59.27 per ton budgeted for this salt purchase.

    9. Request to Approve Memorandum of Understanding for the Fiscal Year 2012 Justice Assistance Grant Direct Award 

      Presented for City Council’s consideration is a request for the Fiscal Year 2012 Justice Assistant Grant Direct Award. In order to receive funding from the JAG direct award, it is necessary for the city to enter into a Memorandum of Understanding with the county that funds will be divided equally between both parties. The Department of Justice recently notified the city and county that $17,109 has been allocated as part of the grant award. The State of Iowa requires that 20% ($3,421.80) be allocated to the Muscatine County Drug Taskforce. Therefore, the city and county each will be receiving $6,843.60. There is no local match requirement for this grant. It is staff’s recommendation the Memorandum of Understanding be approved.

    10. Request to Approve Proposal for Design of the Water Pollution Control Plant’s Lab Renovation 

      Presented for City Council’s consideration is a request to approve the proposal for the design of the Water Pollution Control Plant’s lab renovation. The project was divided into two phases. The first phase is the design and preparing of the plans and specifications. The second phase will be the actual engineering services and construction costs for the project. Four proposals were received with all of the firms giving estimates for each phase including an estimated cost for the project. It is staff’s recommendation that the proposal from Snyder and Associates in the amount of $9,500 for the design of the project be approved.

    11. Request from Water Pollution Control Plant to Purchase Variable Frequency Drive for New Effluent Pump 

      Presented for City Council’s consideration is a request from the Water Pollution Control Plant to purchase a Variable Frequency Drive (VFD) for a new effluent pump. A VFD is needed for one of the new effluent pumps. It’s staff’s recommendation that City Council authorize this purchase from Van Meter Industrial in the amount of $28,500.
