    Presented for City Council’s consideration is a request to authorize the moving of a pole building from its current location at 4815 55th Avenue West to 2399 Mittman Road on Friday, June 7, 2013. Goodwin House Moving of Washington, Iowa, will be moving the building. All of the utility companies have been contacted, the county engineer has issued the necessary permit, and the Certificate of Insurance has been received. No permit is required to cross Highway 61. Arrangements are being made to have two law enforcement officers as escorts. The rain date is June 20, 2013.

    1. Final Reading of an Ordinance Rezoning Property at 3205 Cedar Street (Muscatine Power & Water)

      Presented for City Council’s consideration is the final reading of an ordinance rezoning property at 3205 Cedar Street (Muscatine Power & Water). MP&W has submitted a request to rezone a 42-acre parcel located at their facility from R-3 Single-Family Residential to C-3 Planned Commercial. The purpose of the request is to bring the zoning of this parcel in line with its current use.

    2. Resolution Setting a Public Hearing on a Proposed Development Agreement 

      Presented for City Council’s consideration is a resolution setting a public hearing on a proposed development agreement. A request has been received for a proposed tax rebate proposal for the construction of a new industrial facility in the Consolidated Urban Renewal Area. Prior to the consideration of a development agreement, the city conducted a consultation with other taxing authorities and scheduled a public hearing on a proposed amendment to the adopted Urban Renewal Plan. It is also necessary for the city to schedule a separate public hearing and provide public notice prior to any consideration concerning a development agreement utilizing Tax Increment Financing (TIF). This public hearing will be held on Thursday, June 20, 2013, at 7:00 p.m.

    3. Request to Approve 28E Agreement with the Department of Health for City and Countywide Inspection Services 

      Presented for City Council’s consideration is a request to enter into a 28E agreement with the State of Iowa. The Iowa Department of Public Health is requesting the city enter into a 28E agreement to provide inspection services, record keeping, and other activities related to swimming pools, spas, tanning facilities and tattoo establishments within the City of Muscatine and Muscatine County effective July 1, 2013 through June 30, 2016.

    4. Request to Approve 28E Agreement with the Iowa Department of Inspection & Appeals for Inspection Services within the City of Muscatine 

      Presented for City Council’s consideration is a request to approve a 28E agreement with the Iowa Department of Inspection & Appeals for inspection services within the City of Muscatine. The state is requesting the city to enter into this 28E agreement with respect to retail establishments located within the city for the period beginning July 1, 2013 and ending June 30, 2015. Staff has completed the required training to operate, manage and enforce the health inspection program as per state guidelines. The state is now offering a two-year agreement for these services.

    5. Request from the Police Department to Purchase Radio Repeater and Antenna for Coverage of Ripley’s Trailer Court Area 

      Presented for City Council’s consideration is a request from the Police Department to purchase a radio repeater and antenna for coverage of the Ripley’s Trailer Court area. A quote was received from Communications Engineering Corporation in the amount of $16,843.44 for the repeater and additional equipment/hardware needed to complete the radio system. This repeater will allow for communications out to the trailer court and enhance coverage on east hill as well as downtown. The original estimated amount was $20,000 to $25,000, and there is still funding available in the bonded amount established in 2010 for the department’s radio system.

    6. Request to Authorize the Purchase of Two Transit Vehicles 

      Presented for City Council’s consideration is a request to authorize the purchase of two transit vehicles. The city was notified by the state that funds are available for the purchase of these two buses at 83% federal participation which means the city is responsible for 17%. The city, along with nine other agencies in Iowa, is a member of a Cooperative Purchasing Agreement with the State of Minnesota which allows the city to piggyback with the vendor chosen by Minnesota for transit vehicle purchases. Staff is requesting the issuance of a purchase order in the amount of $176,000 to Hoglund Bus Company of Marshalltown, Iowa, for two 17 passenger Glaval buses. The city’s share is $14,960 per bus for a total of $29,920.

    7. Request Authorization to Issue Purchase Order for the 2013 Pavement Crushing Program 

      Presented for City Council’s consideration is a request to authorize the issuance of a purchase order for the 2013 Pavement Crushing Program. One bid for this service was received from Bushman Excavating at a cost of $5.25 per ton. It will cost the city $5.25 per ton to crush the material compared to purchasing the same stone from the quarry at a cost of $12.50. Staff is requesting the issuance of a purchase order to Bushman Excavating in an amount not to exceed $50,000. There is $50,000 budgeted for this service.

    8. Request to Approve Change Order #5 for the West Hill Sewer Separation Project 

      Presented for City Council’s consideration is a request to approve Change Order #5 for the West Hill Sewer Separation Project. This change order involves adding six pay items not included in the contract to enhance storm water drainage on 8th Street near Cedar Street. This enhancement will maintain odor control while providing adequate storm water capacity. A closure time extension on 8th Street from two weeks to four weeks has been included as part of the change order. This change order will increase the contract price by $19,275.25 bringing the total to $3,714,881.46.

    It is recommended bills totaling $6,192,939.09, as well as receipt summaries and journal entries for April 2013, be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
