    G. Request to Approve the Use of City Property for the Great River Days Celebration

    This request is for the use of city property for Great River Days Celebration from July 20-27, 2014 and includes the closure of the Muscatine Riverfront from the new boat launch parking lot area to the Millennium Plaza. The Cedar Street entrance will remain open to allow boater access to the harbor and new boat launch area. This request does include a beer tent.

    H. Request to Approve Use of City Property for the Great River Days Parade

    This request is for the use of city property for the Great River Days Parade using Parade Route #1 which begins on Iowa Avenue at 6th Street travels down to 2nd Street to Walnut Street and ends at 5th and Sycamore streets. The parade will be on July 26, 2014. Lineup will be 9 a.m., and the parade will begin at 11 a.m.

    I. Request to Close Weed Park for the Annual HNI Family Picnic

    This request is for the closure of Weed Park to the public on August 17, 2014 from 9 a.m. to 5 p.m. for the 2014 HNI Corporate Company Picnic. This request also includes the usage of the Aquatic Center.

    J. Request to Close Weed Park for the 36th Annual Melon City Criterium Bike Race

    This request is for the closure of Weed Park to vehicular traffic on May 25, 2014 from 6 a.m. to 6 p.m. for the Melon City Criterium Bike Race.

    K. Request to Approve Expenditure for Mayor to Attend 2014 U.S.-China Sister Cities Conference in Washington, D.C.

    This request is for up to $1,000 to allow the Mayor to attend the 2014 U.S.-China Sister Cities Conference in Washington, D.C. that takes place on March 27, 2014. Approval of this request will spend the remaining funds in the Mayor and City Council’s travel budget for the current fiscal year.

    1. Resolution Setting Annual Public Hearing for Public Comment on the Muscatine Municipal Housing Agency Plan 

      Presented for City Council’s consideration is a resolution setting the annual public hearing for public comment on the Muscatine Municipal Housing Agency (MMHA) Plan. The MMHA is required to annually conduct a public hearing to discuss any changes to the goals, objectives and policies of the agency. This public hearing will be held on Thursday, April 3, 2014, at 7 p.m.

    2. Resolution Awarding and Approving Contract for the Air Release Valve Replacement #2 Project 

      Presented for City Council’s consideration is a resolution awarding and approving the contract for the Air Release Valve Replacement #2 Project. Four bids were received for this project with the low bid from Hagerty Earthworks in the amount of $83,900. The engineer’s estimate for this project was $80,900.

    3. Resolution Awarding the Contract for the Cedar Street Reconstruction Project 

      Presented for City Council’s consideration is a resolution awarding the contract for the Cedar Street Reconstruction Project. This project was let through the Iowa Department of Transportation. Nine bids were received with the low bid from All American Concrete in the amount of $3,501,154.97. The engineer’s estimate was $3,650,414.

      Is there a motion to adopt the resolution as submitted? 

    4. Resolution Setting Public Hearings on General Obligation Loan Agreements 

      Presented for City Council’s consideration is a resolution setting public hearings on General Obligation Loan Agreements. The city’s next bond issue is scheduled for June 2, 2014. This bond issue, proposed at $2,575,000, will provide funding for a number of city projects that have been recently completed, are currently underway, or will be underway in calendar year 2014.

    5. Request to Approve Amendment #A03 to the Diesel Emission Reduction Grant Agreement 

      Presented for City Council’s consideration is a request to approve Amendment #A03 to the diesel emission reduction grant agreement. The remaining grant funding being offered is $174,387.38. This amount provides $18,398.92 more than the $155,988.46 authorized in Amendment No. A02. In prior action, the City Council authorized the issuance of a purchase order for two new buses at a total cost of $188,748. The City Council agreed to fund the difference between the cost for the new buses and the grant funds offered through the DERA grant or $14,360.62.

    6. Request from Police Department to Declare Video Systems as Surplus to Allow for the Trade of Said Equipment for 18 Gas Mask Systems 

      Presented for City Council’s consideration is a request from the Police Department to declare video systems as surplus to allow for the trade of said equipment for 18 gas mask systems. Once declared surplus, the department is requesting permission to trade the equipment for 18 Avon C50 gas masks with accessories.

    7. Request to Approve Transfer of Public Road Jurisdiction Agreement with the Iowa Department of Transportation 

      Presented for City Council’s consideration is a request to approve a Transfer of Public Road Jurisdiction Agreement with the Iowa Department of Transportation. The IDOT has agreed to transfer Iowa 92 from US 61 to the intersection if Iowa 92/38 (Mississippi River Bridge) to the City of Muscatine and compensate the city $13,000,000. With a transfer of ownership, the city will be responsible for all future maintenance of the roadway.

    8. Request to Approve Title VI Plan Addressing Nondiscrimination Related to Receipt of Federal Funds 

      Presented for City Council’s consideration is a request to approve the Title VI Plan addressing nondiscrimination related to the receipt of federal funds. The Department of Transportation has tightened its requirements for this policy which has required the city to have a formal written policy. The proposed policy is in compliance with the IDOT’s requirements.

    9. Request Authorization to Issue Purchase Order for Carpet Replacement at the Golf Course Clubhouse 

      Presented for City Council’s consideration is a request to authorize the issuance of a purchase order for carpet replacement at the Golf Course Clubhouse. Two bids were received with the low bid from Price Carpeting in the amount of $13,000. There is $12,000 budgeted for this project. The additional $1,000 will be absorbed in the operational approved budget.

    It is recommended bills totaling $2,681,899 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
