A. Ordinance Amending Title 8, Chapter 3 of the City Code – Electrical Code

Presented for City Council’s consideration is the second reading of an ordinance amending Title 8, Chapter 3 of the City Code. This amendment will bring the City of Muscatine into better alignment with the most recent addition to the National Electric Code.

B. Request to Approve Purchase Order to Krieger’s for Fire Department Purchase of Pick-up Truck and Tahoe

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Krieger’s Motors in the amount of $64,957.00 for the purchase of a Pickup Truck and Tahoe for the Fire Department. The funds for this purchase are from the sale of the E-One Aerial and have been approved by Council to be used for this purchase.

C. Request to Approve Issuance of Purchase Order for assessment of 500 Mulberry Ave

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to 7G in an amount not to exceed $5,200.00 for the ACM and LBP Assessments of 500 Mulberry Ave. This step is required prior to demolition or construction to detect asbestos material and lead paint.

D. Request to Approve Contract with Iowa Department of Natural Resources

Presented for City Council’s consideration is a request to approve the Iowa Department of Natural Resources Contract to reimburse the City for the ACM and LBP Assessments of 500 Mulberry Ave.

E. Request to Approve Issuance of Purchase Order for Heat Treatment Equipment

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Convectex LLC in the amount of $9,695.96, for the purchase of Heat Treatment Equipment. This equipment will be used to treat Muscatine Municipal Housing units for Bed Bugs. There is $10,000 budgeted for this equipment.

F. Request to Approve Issuance of a Purchase Order for Police Vehicle Light Bars

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Keltec. Inc., in the amount of $6481.47, for the purchase of two vehicle light bars for the Police Department. There is $7000 budgeted for this expense.

G. Request to Approve Issuance of Purchase Order for two Radar Units

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Stalker in the amount of $6156.00, for the purchase of two Stalker Radar Units for the Police Department. There is currently $6,000.00 budgeted for this expense.

H. Request to Approve Issuance of Purchase Order for Asset Management Software

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to PubWorks in the amount of $31,425.00, for the purchase of Asset Management Software to be used by multiple departments. Funds for this purchase are available in multiple Public Works budgets.

I. Request to Approve Issuance of Purchase Order for a Tractor and Flail Mower

Presented for City Council’s consideration is a request to approve the issuances of a purchase order to Sinclair Tractor in the amount of $44,990.99, for the purchase of a Tractor and Flail Mower. There is $51,000.00 Budgeted for this expense.

J. Request to Approve Issuance of Purchase Order for a Boom Lift

Presented for City Council’s consideration is a request to approve the issuance of a purchase order in the amount of $27,600.00, for the purchase of a boom lift for the Parks and Recreation Department. There is $30,000.00 budgeted for this expense.

K. Request to Approve Issuance of Purchase for Irrigation System Components

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to MTI Distributing in the amount of $21,646.15, for the purchase of Irrigation system components for the Houser Street parking expansion and athletic field grading project.

L. Request to Approve Issuance of Purchase Order for Piping and Fittings

Presented for City Council’s consideration is a request to approve the issuance of a purchase order to Menards in the amount of $10628.01, for the purchase of piping and fittings for the Houser Street parking expansion and athletic field grading project.

M. Request to Approve Memorandum of Understanding between the City of Muscatine and Unity Healthcare

Presented for City Council’s consideration is a request to approve a Memorandum of Understanding between the City of Muscatine and Unity Healthcare, d/b/a Trinity Muscatine. This MOU outlines Trinity Muscatine’s commitment to the City of Muscatine and allows Trinity to participate in the Federal Government’s 340B Pharmacy Program.

N. Request to Approve Agreement between the City of Muscatine and Greater Muscatine Chamber of Commerce and Industry 

Presented for City Council's consideration is a request to approve an agreement between the City of Muscatine and Greater Muscatine Chamber of Commerce and Industry for management of the Convention and Visitor's Bureau.

It is recommended bills totaling $2,146,445.57, be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).

A. Request to Enter Closed Session Per Iowa Code 21.5.1.j to discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property or reduce the price the governmental body would receive for that property.

B. Request to Enter Closed Session Per Iowa Code 21.5.1.c to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation: and Iowa Code 21.5.1.j to discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property or reduce the price the governmental body would receive for that property.
