The following items are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda.

A. Public Hearing Concerning Declaring Real Estate as Surplus Property and Offering Said Real Estate for Sale

This public hearing concerns the declaration of multiple parcels of real estate as surplus property and offering said real estate for sale.

Now is the time for the public to comment.

Resolutions A, B, D, E and request C concern the Real Estate from the Public Hearing. The City of Muscatine has accumulated a number of parcels of land for which the continued public ownership of no longer serves any useful purpose. In order to return these parcels to a useful purpose, restore them to the tax roll, and to reduce maintenance cost to the City, the City Council has previously declared these parcels as surplus properties and directed staff to seek the sale of these properties.


A. Resolution Authorizing the Sale of and Executing a Deed of Surplus Property for 561 square feet of land adjoining 1206 Oak Street. City staff has negotiated a purchase agreement with Casey & Melinda Oberreuter in the amount of $250.

B. Resolution Authorizing the Sale of and Executing a Deed of Surplus Property for 9,422 square feet of land located at the end of Halstead Street. City staff has negotiated a purchase agreement with adjoining property owners Jonathan & Shelley Meyer in the amount of $1,900.

C. Request for Approval of Purchase Agreement Regarding the Sale of Surplus Property (614 Mulberry Ave)

D. Resolution Authorizing the Sale of and Executing a Deed of Surplus Property for 614 Mulberry Avenue. City staff has negotiated a purchase agreement with Rebuilding Together Muscatine County in the amount of $250.

Is there a motion to adopt this resolution as submitted?

E. Resolution Authorizing the Sale of and Executing of a Deed of Surplus Property for 1111 & 1113 Nebraska Street. City staff has negotiated a purchase agreement with Habitat for Humanity in the amount of $500.

F. Resolution Accepting Completed Work Performed - West Hill Phase 4A

Presented for City Council’s consideration is a resolution to accept the completed work performed under the West Hill Sanitary and Storm Sewer Separation Project – Phase 4A and to authorize final payment. All work has been completed and approved and accepted by the City Engineer.

G. Resolution Approving the Airport Improvement Plan

Presented for City Council’s consideration is a resolution approving the Airport Improvement Plan. This list of items qualifies for grant opportunities for funding of Capital Improvements at the Airport over the next five years.
