The Plan provides a comprehensive vision, in the form of goals, to guide individual decisions and ensure they align with the overall vision for Muscatine. It serves as a roadmap, based on community input, for leveraging strengths, capitalizing on opportunities, addressing weaknesses, and overcoming challenges to achieve all goals of the plan.
The Comprehensive Plan 2025-2045 was adopted in January 2026.
